This right shall include freedom to hold opinions and to receive and impart information and ideas without interference by public authority and regardless of frontiers.” (Article 10 of the European Convention on Human Rights) Freedom of expression is enshrined in the European Convention on Human Rights and protects citizens from interference with their right to freely express their opinions. This freedom is essential when it comes to the electoral process which, like any competition, has a strict framework of rules. Freedom of expression must not give rise to hate speech that would undermine the electoral process by polluting the campaign and political debate necessary for voters to make an informed choice. This toolkit is intended to explain the international standards applicable in this respect, provide tools and strategies that can be used by election management bodies to counter hate speech harmful to free electoral competition and describe the Georgian experience in this area.

These criminalized power structures are the predominant spoilers of peace settlements and stability operations. This volume focuses on the means available to practitioners to cope with the challenges posed by CPS along with recommendations for improving their efficacy and an enumeration of the conditions essential for their success. Today a general mood of pessimism surrounds Western efforts to strengthen elections and democracy abroad. If elections are often deeply flawed or even broken in many countries around the world, can anything be done to fix them? To counter the prevailing ethos, Pippa Norris presents new evidence for why programs of international electoral assistance work. She evaluates the effectiveness of several practical remedies, including efforts designed to reform electoral laws, strengthen women's representation, build effective electoral management bodies, promote balanced campaign communications, regulate political money, and improve voter registration. Pippa Norris argues that it would be a tragedy to undermine progress by withdrawing from international engagement.
