This book examines the transformation of contemporary social democracy through the concept of "third way" reforms. It proposes a set of theories about the possibility for continuing social democratic ideological adaptation, for ideologies to overcome institutional constraints in triggering path-breaking innovations, and for social democracy to bridge the insider-outsider divide. Empirically, the book utilizes these theories to account for social democratic welfare state and labor market reforms in nine OECD countries after the end of the Golden Age. Based on the logic of "public evils," the book proposes that the ideologically contested nature of institutions provides incentives for institutional innovation. Social democratic ideology shapes the fundamental characteristics and content of the third way policy paradigm, and the paradigm's practical implementation continues to be path-dependent on historical institutional settings.

The politics of the Third Way reflects an attempt by many contemporary social democracies to forge a new political settlement which is fitted to the conditions of a modern society and new global economy, but which retains the goals of social cohesion and egalitarianism. It seeks to differentiate itself as distinct from the political ideologies of the New Right and Old Left. Though commonly linked to the US Democratic Party in the Clinton era, it can also be traced to the political discourses in European social democratic parties during the mid-1990s, most notably in France, Germany, the Netherlands, and the United Kingdom. In social policy terms the model attempts to transcend the old alternatives of the state and the market. Instead, civil society, government, and the market are viewed as interdependent and equal partners in the provision of welfare, and the challenge for government is to create equilibrium between these three pillars. The individual is to be 'pushed' towards self-help, and independent, active citizenship, while business and government must contribute to economic and social cohesion. This book provides a comprehensive and critical analysis of 'Third Way' social policy and policy processes in the welfare systems of industrialized economies, and examines the extent to which 'Third Way' ideology and institutional structures converge or vary in different national settings. It examines substantive areas of public policy in a broad comparative context of key trends and debates. By assessing the extent to which the post-war social contract in developed welfare states is being renegotiated, the text contributes to a better understanding of the current restructuring and modernization of the State. This book takes a transnational and comparative approach that analyses the process of diffusion of a third way in selected transitions to authoritarianism in Europe and Latin America. When looking at the authoritarian wave of the 1930s, it is not difficult to see how some regimes appeared to offer an authoritarian third way somewhere between democracy and fascism. It is in this context that some Iberian dictatorships, such as those of Primo de Rivera in Spain, Salazar’s New State in Portugal and the short-lived Dollfuss regime in Austria are mentioned frequently. Especially during the 1930s, and in those parts of Europe under Axis control, these models were discussed and often adopted by several dictatorships. This book considers how and why these dictatorships on the periphery of Europe, especially Salazar’s New State in Portugal, inspired some of these regimes’ new political institutions particularly within Europe and Latin America. It pays special attention to how, as they proposed and pursued these authoritarian reforms, these domestic political actors also looked at these institutional models as suitable for their own countries.
