Thin Maintenance Surfaces (TMS) are asphalt-based treatments applied to structurally sound pavements in order to extend its service life. Pavement maintenance action should be considered before pavements show severe levels of distress to delay the need for rehabilitation or complete reconstruction. TMS are widely applied to flexible pavements in the state of Iowa. The purpose of this study is to evaluate the performance of TMS in Iowa. Four sets of test sections located on US 151, US 30, US 69, and US 218 were constructed and monitored with time. Test sections included the following maintenance surface treatments: Seal Coats, Slurry Seal, Micro-surfacing, Cape Seal, and Thin Lift Overlays (Hot Mix Asphalt, Hot Sand Mix, and Nova Chip[Registered Trademark symbol]. The performance of each test section was evaluated by comparing Pavement Condition Index (PCI), individual distresses, friction, and roughness. Pre construction condition of existing pavement, material selection, design procedures, construction procedures, and weather conditions during and after construction were important factors for this analysis.

In conclusion, thin maintenance surfaces can be cost effective if the following recommendations are followed: 1) Equipment calibration is desired to ensure that the target material quantities are applied during construction, 2) the sampling of the test sections for performance evaluation to ensure that the number of sample units taken is representative of the entire section, 3) the design of the seal coat application rates, and 4) the type of the aggregate and the binder used for the seal coat mix design. However, the short-term data availability from this project prevents a thorough analysis on the impact of the surface treatments to the pavement surface. Therefore, continuous performance assessment is desired to validate and verify the results of this study.

In the mid-1980s, the Illinois Department of Transportation (IDOT) found itself challenged to maintain an aging highway network at an acceptable level of service on a limited financial base. This made programming rehabilitations for the rural highways difficult under the existing rehabilitation policies. In an effort to minimize the required maintenance effort on these highways as well as maximize the available rehabilitation dollars, IDOT initiated a new single pass, thin lift overlay rehabilitation strategy in 1986. The new rehabilitation strategy was titled Surface Maintenance at the Right Time (SMART). As part of this study, a three-phased performance evaluation was conducted. The first phase of the evaluation focused on the Condition Rating Survey (CRS) values. When the SMART program was established in 1986, it was hoped that the CRS value of a selected project, at least five years after rehabilitation, would be no lower than it was prior to rehabilitation. The methods of analyzing the CRS values included in this study indicated that this standard is being surpassed by a vast majority of the projects. The second phase of the evaluation investigated the riding quality indexes of the SMART projects. Like the CRS values, the analysis of the riding quality indexes indicated the SMART projects are exceeding expectations. The final phase of the evaluation focused on the construction costs of the SMART projects. The construction costs were subject to yearly fluctuations; however, the fluctuations were not excessive. Five years of close monitoring has shown the SMART program to be a viable rehabilitation alternative. This study concludes that the SMART program should be continued under the current guidelines.

Many municipal street departments in Iowa have faced budget shortfalls due to revenue limitations in spite of increasing demands for service. These budget shortfalls do not allow them to adequately maintain an aging street system without careful planning. Thin maintenance surface (TMS) techniques have been developed to extend pavement life by mitigating existing distresses. TMS such as seal coat, slurry seal, micro-surfacing, and fog seal are cost effective preventive maintenance techniques that when properly used reduce pavement life cycle costs. Currently, many municipal street officials cannot expend the effort to test or improve existing preventive maintenance (PM) techniques. TMS are feasible PM techniques for cities to utilize however, further demonstration and evaluation in an urban context would be helpful. By performing these evaluations, researchers hope to encourage improved selection of maintenance techniques in urban settings. This research will show how TMS might be properly included in municipal street maintenance programs. The research will evaluate the use of TMS in urban settings by constructing three sets of test sections in three Iowa cities. The three types of surfaces that were used in this project were seal coats, chipmat, and micro-surfacing. Various binders and aggregates that are local to Iowa were used. Condition surveys were performed before and after the application of the test sections and will be performed after the first winter to evaluate the performance of the each new surface. Construction was observed and crews used typical construction techniques so that the results will be those that are achievable using current techniques. Conclusions drawn from this project include: 1) Pre-coated limestone chips outperformed other local aggregates, 2) a chipmat can be used to prevent reflective cracking, 3) emulsion can be used a tack coat for a chipmat, 4) limestone is a suitable aggregate for micro-surfacing, and 5) proper construction technique is one of the primary influences on the success of a TMS. These conclusions are based on a short-term analysis of the surface treatments applied during this research.
