Africa is richly blessed with cultural and natural heritage, key resources for nation building and development. Unfortunately, heritage is not being systematically researched or recognised, denying Africans the chance to learn about and benefit from heritage initiatives. This book offers a preliminary discussion of factors challenging the management of intangible cultural heritage in the African communities of Zanzibar, Mauritius and Seychelles. These islands are part of an overlapping cultural and economic zone influenced by a long history of slavery and colonial rule, a situation that has produced inequalities and underdevelopment. In all of them, heritage management is seriously underfinanced and under-resourced. African descendant heritage is given little attention and this continues to erode identity and sense of belonging to the nation. In Zanzibar tensions between majority and minority political parties affect heritage initiatives on the island. In Mauritius, the need to diversify the economy and tourism sector is encouraging the commercialisation of heritage and the homogenisation of Creole identity. In Seychelles, the legacy of socialist rule affects the conceptualisation and management of heritage, discouraging managers from exploring the island's widerange of intangible heritages. The author concludes that more funding and attention needs to be given to heritage management in Africa and its diaspora. Rosabelle Boswell is a senior lecturer in the Anthropology Department at Rhodes University, South Africa and a specialist of the southwest Indian Ocean islands. Her research interests include ethnicity, heritage, gender and development. Boswell's PhD was on poverty and identity among Creoles in Mauritius and her most recent work is onthe role of scent and fragrances in the heritage of the Swahili islands of the Indian Ocean region.

Zanzibari Muslim Moderns is a historical study of Zanzibar during the interwar years. This was a period marked by rapid intellectual and social change in the Muslim world, when ideas of Islamic progress and development were hotly debated. How did this process play out in Zanzibar? When the notion of ‘alternative facts’ and the alleged dawning of a ‘postfactual’ world entered public discourse, social anthropologists found themselves in unexpectedly familiar territory. In theirempirical experience, fact—knowledge accepted as true—derives its salience from social mechanisms of legitimization, thereby demonstrating a deep interconnection with power and authority. In thisperspective, fact is a continually contested and volatile social category. Due to the specific histories of their colonial and post-independence experience, African societies offer a particularly broad array of insights into social processes of juxtaposition, opposition, and even outright competition between different postulated authorities. The contributions to the present volume explore the variety of ways in which authority is contested in Southern and Eastern Africa, investigating localized discourses on which institution, what kind of knowledge, or whose expertise is accepted as authoritative, thus highlighting the specificities and pluralities in ‘modern’ societies. Tanga Region, Tanzania, is an area of persistent rural poverty with a long history of drought, floods, food shortages, famine, and social and economic disruption. Though farmers have been cultivating the land there for hundreds of years, they have consistently been unable to supply adequate food for the region's inhabitants. In Challenging Nature, Philip Porter examines eighteen farming communities to understand what the farmers there know about their environment and which historical and economic factors play into the lack of food security. Porter first began work on this project in 1972, asking 250 farmers in the region about life history, environmental and agricultural changes, types of crops grown and methods of planting, environmental assessments, agricultural practices, food and water supplies, training and education, and attitudes toward nature. Twenty years later, he returned and reinterviewed as many farmers as could be found from the first survey. The result contextualizes the environmental history of the region while informing current and future agricultural development.

Tanzania has been independent in 2011 for 50 years. While most neighbouring states have gone through violent conflicts, Tanzania has managed to implement extensive reforms without armed political conflicts, Hence, Tanzania is an interesting case for Peace and Development research. This dissertation analyses the political development in Tanzania since the introduction of the multiparty system in 1992, with a focus on the challenges for the democratisation process in connection with the 2000 and 2005 elections. The question of to what extent Tanzania had moved towards a consolidation of democracy, is analysed by looking at nine different institutions of importance for democratisation grouped in four spheres: the state, the political, civil and economic society. Focus is on the development of the political society, and the role of the opposition in particular. The analysis is based on secondary and primary material collected between September 2000 to April 2010. The main conclusion is that even if the institutions of liberal democracy have gradually developed, in practice single-party rule has continued, manifested in the 2005 election when the CCM won 92% of seats. Despite impressive economic growth, poverty remains deep and has not been substantially reduced. On a theoretical level this brings the old debate between liberal and substantive democracy back to the fore. Neither the economic nor the political reforms have brought about a transformation of the political and economic system resulting in the poor majority gaining substantially more political influence and improved economic conditions. Hence, it is argued that the interface between the economic, political and administrative reforms has not been sufficiently considered in the liberal democratic tradition. Liberal democracy is necessary for a democratic development, but not sufficient for democracy to be consolidated. For that a substantive democratic development is necessary.

Looking at the social, political and legal changes in Oman since 1970, this book challenges the Islamic and tribal traditional cultural norms relating to marriage, divorce and women’s rights which guide social and legal practice in the modern Omani state. The book argues that despite the establishment of legal instruments guaranteeing equality for all citizens, the fact that the state depends upon Islamic and tribal elites for its legitimacy invalidates these guarantees in practice. Two particular features of the legal and cultural regulation of marriage and marital rights are focused on - the perceived requirement for kafa’aor equality in marriage between so called high and low socio-economic status peoples is examined, and the institution of talaq, which grants greater rights to men than to women in appeals for divorce. It is an interesting investigation of the divisions of authority between the state, Islam and tribal norms, highlighting barriers to reform in both Oman and wider Islamic society, and advocating the removal of such obstacles.

The author looks at how the union of Tanganyika and Zanzibar was formed to create the new nation of Tanzania. He contends that Anglo-American geopolitical interests in the context of the Cold War were not the driving force behind the merger but the initiatives taken by the leaders of Tanganyika and Zanzibar to unite their countries. He also states that the leaders who played the biggest role in forming the union were President Julius Nyerere of Tanganyika, Tanganyika's minister of foreign affairs, Oscar Kambona; President Abeid Karume of Zanzibar, and Zanzibar's vice president Abdallah Kassim Hanga - but especially Nyerere and Kambona because of the decisions they made and implemented to lay the foundation and facilitate the merger. He cites various sources to document his study. The work is a counter-thesis to the argument that the leaders of the United States and Britain, including their diplomats in the two East African countries, conceived and facilitated formation of the union to protect Western interests in the region. It is argued that they did so in order to neutralise communist influence in Zanzibar because the island nation was in danger of becoming a communist satellite controlled by the Soviets or the Chinese if it came under the leadership of Zanzibar's minister of foreign affairs, Abdulrahman Mohamed Babu, who was considered to be pro-Chinese, or Kassim Hanga who was considered to be pro-Soviet. That would have provided a base for the Soviets or the Chinese and their allies to spread communism and undermine Western interests in the region and in Africa as a whole if indeed, as it was feared by the West, Zanzibar became "the Cuba of Africa." The author also looks at the challenges the union faced when it was being formed and the other challenges it has faced and continues to face since then. The work is an updated version of the author's previous books on the formation of Tanzania, the first and only union of independent states ever formed on the continent since the end of colonial rule.
