The book focuses on the largest refugee crisis of our time: the Syrian refugee crisis. It exploits a wealth of survey and registry data on Syrian refugees living in Jordan and Lebanon to assess their poverty and vulnerability status, understand the predictors of these statuses, evaluate the performance of existing policies toward refugees, and determine the potential for alternative policies. Findings point to a complex situation. In the absence of humanitarian assistance, poverty is extremely high among refugees. Current policies including cash transfers and food vouchers are effective in reducing poverty but they remain short of providing economic inclusion and self-reliance of refugees. A shift toward economic inclusion and self-reliance would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population is constituted by refugees and hosting populations alike. This joint study by the World Bank Group and the United Nations High Commissioner for Refugees helps bridge the historical divide between humanitarian and development work by providing practical solutions for assisting refugees in the short, medium and long-term and to prevent the irreversible loss of social and human capital typically associated with prolonged refugee crises.

The challenge of maintaining dictatorial regimes through control, co-option and coercion while upholding a facade of legitimacy is something that has concerned leaders throughout the Middle East and beyond. Nowhere is this more evident than in the Syria ruled by the Asads, both Hafiz and his son Bashar. Drawing on the example of the General Union of Syrian Women (founded in 1967), Esther Meininghaus offers new insights into how the Syrian Ba'thist regimes attempted to move beyond mere satisfaction with the compliance of the citizenry and to consolidate their rule amongst the local population. Meininghaus argues that this was partially achieved through providing welfare services delivered by the Union as one of the state-led mass organisations. In this way, she suggests, these regimes did not only aim to undermine opposition and to create the illusion of consent, but they factually catered to local needs and depended on consent. Based on archival material, interviews and statistics, Creating Consent in Ba'thist Syria will shed new light on mass organisations as a crucial institution of Ba'thist state building and, more broadly, the construction of the Asad regimes.

Against the background of political turmoil in the Middle-East, Europe faces an unprecedented surge in asylum applications. In analyzing the economic impact of this inflow, this paper draws from the experience of previous economic migrants and refugees, mindful of the fact that the characteristics of economic migrants can be different from refugees. In the short-run, additional public expenditure will provide a small positive impact on GDP, concentrated in the main destination countries of Germany, Sweden and Austria. Over the longer-term, depending on the speed and success of the integration of refugees in the labor market, the increase in the labor force can have a more lasting impact on growth and the public finances. Here good policies will make an important difference. These include lowering barriers to labor markets for refugees, for example through wage subsidies to employers, and, in particular, reducing legal barriers to labor market participation during asylum process, removing obstacles to entrepreneurship/self-employment, providing job training and job search assistance, as well as language skills. While native workers often have legitimate concerns about the impact of immigrants on wages and employment, past experience indicates that any adverse effects are limited and temporary.

The Syrian refugee crisis, which began in 2011, is one of the most pressing disasters in the world today, with its effects reverberating around the globe. By the end of 2015, more than 7.6 million of the country’s people had been internally displaced and 4.3 million were registered refugees. The number of internally displaced persons and refugees amounts to about half of Syria’s precrisis population. Thousands have died while trying to reach safety. Due to the large humanitarian response, there is now a wealth of available information on refugees’ income and expenses, food and nutrition, health, education, employment, vulnerability, housing, and other measures of well-being. These data have been little explored, as humanitarian organizations face daily challenges that make the full use of existing data very difficult. The Welfare of Syrian Refugees: Evidence from Jordan and Lebanon aims to assess the poverty and vulnerability of these refugees and evaluate existing and alternative policies designed to help them. The authors find that current policies, including cash transfers and food vouchers, are effective in reducing poverty, but fail to lead to— nor are they designed to yield—economic inclusion and self-reliance. Those goals would require a different humanitarian and development paradigm, one that focuses on growth policies for areas affected by refugees where the target population has a mix of refugees and hosting populations.
