Excerpt from The Doctrine of Non-Intervention With Slavery in the Territories From the time of the development of the Abolition movement until the beginning of the Civil War nearly three decades later, the American nation was agitated by the discussion of the slavery question. During the latter half of this period, beginning with the annexation of Texas in 1845, slavery was the dominant political issue. Over it the nation became sectionalized and the issue was resolved into a struggle between the two sections for political and industrial supremacy. The possession, first of the prospective Mexican acquisitions, later of the unorganized portion of the Louisiana Purchase, was the prize for which they strove, - the South to extend its system of slave labor to these regions, the North to restrain that system within existing limits and dedicate the future Territories and States to freedom. The long contest was characterized by great intensity and ever increasing bitterness, with the single exception of the period of "finality" which followed the Compromise of 1850; then, indeed, it was temporarily lulled into an unquiet sleep, - a sleep rudely terminated by the introduction of Douglas's Nebraska Bill in 1854. In this sweeping survey, Milo Milton Quaife traces the events leading from Chicago's emergence as a key outpost at the edge of the frontier to its establishment as the crossroads of American commerce. Strategically located at the head of the Great Lakes on the Chicago portage, one of the main highways connecting the Great Lakes-St. Lawrence waterway with the Mississippi River, Chicago was equally valued by explorers, traders, settlers, and governments. Quaife narrates the opening of trade and the course of European exploration, facilitated by the Chicago portage and subsequent construction of the Illinois and Michigan Canal. He profiles the personalities who shaped the early Chicago area, from the French explorers La Salle, Marquette, and Joliet to the ambitious Champlain, who set the course for decades to come by securing for New France the enmity of the Iroquois. Quaife provides a full description of the Indian trade, which constituted the basis of commerce in the region for the entire period covered by the book, as well as a blow-by-blow account of how old rivalries and alliances between Indian tribes complicated the English and French plans for divvying up the New World. He also describes the conflicts between natives and whites with sympathy and detail on both sides, depicting Indian attacks on white settlements as rationally motivated acts aiming toward specific goals of strategy or revenge. Slavery casts a long shadow over American history; despite the cataclysmic changes of the Civil War and emancipation, the United States carried antebellum notions of slavery into its imperial expansion at the turn of the twentieth-century. African American, Chinese and other immigrant labourers were exploited in the name of domestic economic development, and overseas, local populations were made into colonial subjects of America. How did the U.S. deal with the paradox of presenting itself as a global power which abhorred slavery, while at the same time failing to deal with forced labour at home? Catherine Armstrong argues that this was done with rhetorical manoeuvres around the definition of slavery. Drawing primarily on representations of slavery in American print culture, this study charts how definitions and depictions of slavery both changed and stayed the same as the nation became a prominent actor on the world stage. In doing so, Armstrong challenges the idea that slavery is a merely historical problem, and shows its relevance in the contemporary world.
