Twelve months ago, when Parliament was prorogued after two Sessions of absorbing and exciting controversy over Irish affairs, it was hoped that Ireland would 'no longer stop the way, and that the business of England and Scotland would receive a proper' share of attention in 1882. Domestic legislation, it was anticipated, was destined at last to command. The interest monopolized since 1876 by foreign affairs or Irish agitation. The Speech from' the Throne re ected these hopeful ideas. Though the. Egyptian troubles had begun to loom large on the Eastern horizon, it was possible to congratulate.
