The financial crisis in advanced economies and its impact on developing countries has put the longer term agenda of development – structural transformation of countries, of their growth, jobs, poverty and distribution – on the analytic and policy backburner. Day to day management of macro fundamentals in the global economy and the labour market have consumed decision makers with faltering GDP growth, soaring unemployment, and a resurgent threat of deflation. Without understanding and addressing the structural constraints and imbalances underpinning such global problems, the world economy is doomed to experience an increasing number of crises and emerging dualisms between countries. The aim of this book is to bring back a balance to the development debate by re-focusing on the structural development challenges faced by developing countries. The book develops a coherent analytical framework supported by a large body of new empirical evidence linking three core dimensions – the structure of growth, employment, and their macro drivers. Then, for each of these dimensions and relationships a variety of effective policies are also identified and elucidated with the added granularity of country cases.

Russias transition towards a market economy in the early 1990s called for new approaches to the regulation of employment relations in the post-Soviet period in order to strike a balance between employers interests and employees rights in changed conditions. The adoption of the Labour Code of the Russian Federation (LC RF) in 2001 contributed to solving the issue only partly, as, in reality, it was passed as a compromise between different political forces, and consists of both provisions which can be implemented in the new context of the market economy and restrictions inherited from the planned economy. The recent and ever-changing socio-economic conditions, and the increasing complexity of the employer-employee relationship, which is a result of both globalization and technological progress, required the further development of Russian employment legislation. This resulted in substantial amendments being made to the original LC RF in 2006, with the majority of its provisions being profoundly revised. Nevertheless, a thorough analysis of the changes currently under way shows that many aspects concerning employment relations have still not been addressed sufficiently. Sub-Saharan Africa (SSA) should not be defined by the structural parameters and opportunities of low-income countries, given that it also comprises a number of higher-income countries. This book finds that SSA is tightly constrained in its growth, employment and poverty outcomes. Rather than taking this as a conceptual downside, these constraints to growth and development have to be recognised and overcome—not just by a few countries able to escape them more easily, but by all countries in SSA, such that no country is left behind. The book observes a weakness in the quantum of growth in SSA. It relates this to a growth path based more on extractives than manufactured goods. While SSA is endowed with extractives, global demand for these is very volatile. These boom-bust cycles in export demand come to affect not just the export sector in SSA as a resource curse, but also the production of output of the entire economy. The book captures this through the working out of equilibrium in four major markets: the tradeables market, the domestic goods market, the labour market, and the money market.

The scale and scope of the Handbook is such that the articles included in it provide substantive contributions to knowledge and understanding of education in the Asia region. In so doing, the articles present the problems and issues facing education in the region and the findings of research conducted within the region that contribute to the resolution of these problems and issues. Moreover, since new problems and issues are constantly arising, the articles in the Handbook also indicate the likely directions of future developments. The different articles within the Handbook seek to conceptualize the problems in each specific content area under review, provide an integration of the research conducted within that area, the theoretical basis of the research the practical implications of the research and the contribution of the research towards the resolution of the problems identified. Thus, the articles do not involve the reporting of newly conducted research, but rather require a synthesis of the research undertaken in a particular area, with reference to the research methods employed and the theoretical frameworks on which the research is based. In general, the articles do not advocate a single point of view, but rather, present alternative points of view and comment on the debate and disagreements associated with the conduct and findings of the research.
