This first book-length political study of those shortcomings breaks new ground by exposing some of the well-hidden political causes. It is based on the assumption that, in the interest of the Organization, as well as that of the efficiency and integrity of the staff, ideally politics should not have a role to play in the administrative affairs of the Secretariat. The main aim of the study, therefore, is to demonstrate the urgent necessity of effecting change within the Secretariat if the U.N. is to become a viable organization.

The United Nations is in need of reform. There has always been widespread agreement that this is the case – indeed throughout the 60-year history of the Organization. Differences over the best cure reflect the political confrontation between its 191 member states. The institution has been criticized to lack legitimacy, to need accountability and to be inefficient with a bloated bureaucracy. Recently, allegations of mismanagement and corruption in the Oil-for-Food Program have led to a crisis of confidence. The public debate followed reform initiatives for enlarging the Security Council, achieving the Millennium Development Goals, and establishing new collective mechanisms to protect human rights, counter terrorism and respond to crimes against humanity. Strengthening oversight, governance and management practices aimed at introducing fundamental institutional changes. The publication describes the reform process leading to the United Nations Summit in September 2005. The achievements remain disappointing with the failure to approve a grand bargain. A number of recommendations are put forward to facilitate the reform process in the United Nations, realising, however, that this will remain cumbersome and a lengthy step-by-step effort.

The management of international organizations is attracting growing attention. Most of this attention is highly critical of both the UN system and International NGOs. Sometimes, this criticism lacks depth or reflects insufficient understanding of these organizations, or is based on narrow, and sometimes biased, internal political concerns of a particular country. International relations theory has insufficiently studied the type of linkages that these organizations provide between international decision-making and Northern fundraising on the one hand, and practical action in the South on the other. As a result, current theory too rarely focuses on the inner functioning of these organizations and is unable to explain the deficiencies and negative outcomes of their work. While the authors identify and describe the pathologies of international organizations in, for example, international diplomacy, fundraising, and implementation, they also stress positive elements, such as their intermediary role. The latter, in particular, could form the basis of more efficient and effective policies, in addition to other recent trends, also described in this volume, that hold hope for a stronger functioning of these organizations in the future.
