The proposed regulations would reduce the time for claiming Pension Credit and Housing Benefit/Council Tax Benefit for those who have attained the qualifying age for Pension Credit, from 12 to 3 months, and reduce the period for which claims to Housing Benefit and Council Tax Benefit (HB/CTB) for customers of working age may be backdated, from 52 weeks to 3 months. The regulations also proposed to extend the period for which Pension Credit customers may retain entitlement whilst temporarily absent from Great Britain from 4 to 13 weeks. The Department for Work and Pensions aims to save £260 million by these changes, and to make the administration of the benefits more efficient. The Committee broadly welcomes the changes to the rules on temporary absence abroad, but is not convinced of the case to generate savings by reducing entitlement to HB and CTB and Pension Credit for some of the Department's most vulnerable and excluded customers. The changes will increase indebtedness and evictions, and the Committee believes the economic cost of increased possession proceedings (including the costs of re-housing and other services) have not been factored into the Department's calculations.

The International Standard Classification of Occupations 2008 (ISCO-08) is a four-level hierarchically structured classification that covers all jobs in the world. Developed with the benefit of accumulated national and international experience as well as the help of experts from many countries and agencies, ISCO-08 is fully supported by the international community as an accepted standard for international labour statistics. ISCO-08 classifies jobs into 436 unit groups. These unit groups are aggregated into 130 minor groups, 43 sub-major groups and 10 major groups, based on their similarity in terms of the skill level and skill specialisation required for the jobs. This allows the production of relatively detailed internationally comparable data as well as summary information for only 10 groups at the highest level of aggregation. Each group in the classification is designated by a title and code number and is associated with a definition that specifies the scope of the group. The classification is divided into two volumes: Volume I presents the structure and definitions of all groups in ISCO-08 and their correspondence with ISCO-88, which it supersedes, while Volume II provides an updated and expanded index of occupational titles and associated ISCO-08 and ISCO-88 codes.

This study, Indus basin of Pakistan: the impacts of climate risks on water and agriculture was undertaken at a pivotal time in the region. The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.
