To securitise an issue is to elevate it above politics to security status. At the global level, population growth has been securitised by a number of change agents. They have arrived at an understanding of population growth as existentially threatening and of population control as the best solution. This transformative process took place during the twentieth century and was enabled largely by the United Nations. However, in some Muslim states and societies where population growth is potentially threatening and securitisation of it is necessary, Islamic factors and agents might prevent this from happening. Events and experiences suggest that population control is antithetical to Islam. Muslim states and societies tend to experience higher growth and fertility rates than their non-Muslim counterparts. Furthermore, some Islamic agents have vocally opposed global and national population control objectives. Because of these two occurrences, Islam is assumed to be pro-natalist and anti-population control. It is also assumed that Islam is causal to high fertility and growth and the failure of control efforts. But is this necessarily true? Is population control antithetical to Islam? Moreover, will Islam and its agents prevent the securitisation of population growth by Muslim states and societies? These questions are explored through the case studies of Iran and Pakistan.

This paper summarises the main hypotheses and results of the research on the securitization of Islam. It posits that the securitisation of Islam is not only a speech act but also a policymaking process that affects the making of immigration laws, multicultural policies, antidiscrimination measures and security policies. The paper deconstructs and analyses the premises of such policies as well as their consequences on the civic and political participation of Muslims. The behaviour of Muslims was studied through 50 focus groups conducted in Paris, London, Berlin and Amsterdam over the year 2007-08. The results show a great discrepancy between the assumptions of policy-makers and the political and social reality of Muslims across Europe. The paper presents recommendations to facilitate the greater inclusion of Muslims within European public spheres.

It examines their interaction with civil society and state institutions to provide an understanding of their development as political actors. The authors argue that Muslim women’s participation is expressed at the intersections of the groups and society to which they belong. In Britain and France, their political attitudes and behaviour are influenced by their national/ethnic origins, religion and specific features of British and French societies. Thus three main spheres of action are identified: the ethnic group, religious group and majority society. Unequal, gendered power relations characterise the interconnection(s) between these spheres of action. Muslim women are positioned within these complex relations and find obstacles and/or facilitators governing their capacity to act politically. The authors suggest that Muslim women’s interest in politics, knowledge of it and participation in both institutional and informal politics is higher than expected.
