Tyler was chairman of the Senate investigating committee of 1834, and, voicing the austere public morality characteristic of Virginia Republicanism since the days of Jefferson, criticised the bank for disseminating pamphlets and congressional reports.1 "Our friend," wrote Webster, "seemed to reserve all his censure for these heads."2 Biddle, therefore, felt quite safe in asking Tyler if he wished his report disseminated. The surprise and disgust of the bank's president may easily be guessed when he discovered that Tyler did wish it to the extent of a thousand copies.' Whatever credit is due Tyler for his political morality, a sense of humor was evidently not his prominent characteristics. That the matter of printing was carried entirely too far will easily be gathered from what has been said, and even the bank's most eager partisans were convinced that this was so. Watmough, who arranged for much of the printing, at last protested. He thought they should cut down the number of congressional speeches published, though he added, with bitter pleasantry, "It is a great assistance to Green, to be sure. He is at best however but a mauvais sujet, and scarcely worth what has already been done for him." The printers, in his opinion, were "pretty much all alike--let them handle the money, au diable, the rest."4 The charge of jobbing in public stocks touched the honor of the president and corporation, and, if proved, established a violation of the law; for the charter declared that the cor 15. Excerpt from The Story of a Bank, an Account of the Fortunes and Misfortunes of the Second Bank of the United States After the second Bank had been made a political issue and forced out of existence, the custody of public funds was given over to the state banks, and their notes became the only paper currency. They soon afterward suspended specie payments and many of them went into bankruptcy, with heavy losses to the Treasury. Resort was then had to the inde pendent treasury system, since maintained with some modifications. Daniel Webster said it was modelled after the treasury of Darius, King of Persia, 500 B. C the theory of the system being that the government should collect all income in cash and guard the cash in a strong-box until it was paid out in the regular course of expenditures. It is needless to say that this policy was totally at variance with modern customs and at times proved to be wholly impracticable. Excerpt from Bank of the United States: April 30, 1832; Committed to the Committee of the Whole House on the State of the Union; Twenty-Second Congress, First Session If, however, the committee have taken a wrong view of this subject, so far as foreign coin is concerned, it seems by the statement of the President of the bank, to be virtually admitted that our own coin is not bullion, and, therefore, does not come within the objects of trade allowed to the bank by the 9th fundamental rule of the charter. By reference to the statement of specie sold by the bank, marked No. 24, it will be found that the sum of 3 44 of American gold coin has been parted with. The fourth case is, selling stock obtained from Government under special acts of Congress. They have thought it their duty to present the subject to the consideration of Congress.
