Russia is unique among emerging donors for being a 're-emerging' donor: the Soviet Union was one of the largest donor countries in the world, and Russia's period as an aid recipient was relatively brief. Russian development cooperation is driven by key security and economic priorities, as well as resulting from commitments made to multilateral organisations. Russian official development assistance, according to official government sources, increased fivefold in the period 2004-11. Given a series of Russian presidencies in major international institutions, starting with the G20 in 2013, Russia is both interested in and well positioned to take new international initiatives through which it can promote its national priorities in the global agenda.This report discusses Russia's growing role as a 're-emerging' development cooperation partner, its increasing leadership in multilateral initiatives and the changing domestic policy landscape in Russia. It is unlikely that the global development cooperation agenda can be defined without strong participation by Russia, both as an individual actor and as a member of the G8, G20 and BRICS. It is therefore crucial for established donor countries to develop a clear understanding of Russian priorities.

Similar to the other BRICS countries (Brazil, China, India and South Africa), since 2007 Russia has been creating, or rather 're-creating', an international development assistance programme and has become an active global development cooperation partner. While the Soviet Union was one of the largest donor countries in the world, Russian official development assistance, according to official government sources, increased more than eightfold in a decade, from US$100 million in 2004 to US$876 million in 2014. Russia consistently promotes cooperation for international development and the Millennium Development Goals (MDGs) in major global governance institutions. But to what extent is Russia's international development assistance compatible with its international cooperation strategy and domestic development priorities?This chapter attempts to respond to this question by exploring the country`s development assistance policy in detail. After a brief background on the history of Russian and Soviet international development assistance, the authors examine (1) the normative and institutional framework and (2) the sector and country/geographic foci of Russia's international development assistance.At this stage, it may be hypothesized that there are three major factors that influence Russia's choice of partner countries, areas of assistance and the domestic structures of assistance delivery: the choice is driven, first, by security concerns; second, by economic interests; and third, by existing commitments in multilateral organizations.

This book is the one of the first to address aid effectiveness as a political and comparative economics question. Since the collapse of the Soviet Union and the transition of its republics to market structures and more representative forms of government, the European Commission has recognized the necessity of a closer economic cooperation with Russia, Ukraine and Kazakhstan, the three largest economies of the former Soviet Union. This book suggests that the foreign aid of the European Union provided a set of reform incentives to post-Soviet planners. It created the grounds for the institutional and social transformation of the bureaucracy at both central and regional levels by integrating it into the aid allocation process. In Russia, Ukraine and Kazakhstan, the observed subordination of NGOs to the developmental priorities of the bureaucracy occurred at the expense of diversity and political openness. Nevertheless, this reality led to the emergence of transnational sovereignty partnerships that reduced poverty for the general population and motivated both bureaucrats and entrepreneurs to cooperate. Empirical models alone are not sufficient to delineate all the aspects of principal-agent relationships in post-Soviet bureaucracies. This is why formal modeling and analysis of qualitative data are extremely useful. Evaluation reports indicate the problems and challenges faced by aid bureaucrats and suggest that the weakly institutionalized environments of Ukraine and Central Asia/Kazakhstan are less conducive to aid effectiveness than the heavily bureaucratized environment of Russia. The proposed incentives system for the allocation of foreign aid links EU foreign policy with bureaucratic decision-making and reflects the choice sets of the donor and the recipient. Multilevel definitions of aid effectiveness are provided in the course of the book chapters.
