Excerpt from The Roman System of Provincial Administration: To the Accession of Constantine the Great I have given a list of my chief of authorities below. But I should more especially acknowledge my obligations to Marquardt and Preuss. The extent to which I have used Marquardt in the chapter on Taxation, and Preuss in the chapter on the Later Empire, has been very considerable. In the other parts of the Essay I have relied to a larger extent on my own independent reading; but I have felt throughout the disadvantage of an imperfect knowledge of the modern literature on the subject. In England I know of no comprehensive book devoted to it, but in France and Germany it has long aroused the energies of a host of enthusiastic workers. In this field the French have names which command as great respect as the most learned among the Germans. If, in particular, I have not been able to use the great work of M. Waddington, Les Fastes des Provinces Asiatiques, it is not owing to want of will, but to the limitations of time which the conditions under which this Essay must be written impose. In printing this Essay, I have not been able to make alterations of much moment. I have, however, revised it throughout, and hope that no errors of consequence have escaped me.
