As the lead federal agency charged with securing U.S. borders, the Department of Homeland Security's (DHS) CBP has employed a variety of technologies and assets to assist with its border security efforts. In support of its mission, CBP operates a fleet of remotely piloted Predator B UAS and uses aerostats, including tactical aerostats and TARS. GAO was asked to review CBP's use of UAS and aerostats for border security. This report addresses the following questions: (1) How does CBP use UAS and aerostats for border security activities, and to what extent has CBP developed and documented procedures for UAS coordination? and (2) To what extent has CBP taken actions to assess the effectiveness of its UAS and aerostats for border security activities? GAO reviewed CBP documents; analyzed Predator B UAS, tactical aerostat, and TARS data on use and effectiveness from fiscal years 2013 through 2016; interviewed field and headquarters officials; and conducted site visits to observe CBP's use of UAS and aerostats along U.S. borders.

The war on terrorism has put a high premium on the primary mission of UAVs, intelligence gathering. The military effectiveness of UAVs in conflicts such as Iraq (2003), Afghanistan (2001), and Kosovo (1999) opened the eyes of many to both the advantages and disadvantages provided by unmanned aircraft. Long relegated to the sidelines in military operations, UAVs are now used in ways normally reserved for manned aircraft. Unmanned aerial vehicles (UAVs) are being increasingly used in different applications in both military and civilian domains. These applications include surveillance, reconnaissance, remote sensing, target acquisition, border patrol, infrastructure monitoring, aerial imaging, industrial inspection, and emergency medical aid. Vehicles that can be considered autonomous must be able to make decisions and react to events without direct intervention by humans. Although some UAVs are able to perform increasingly complex autonomous manoeuvres, most UAVs are not fully autonomous; instead, they are mostly operated remotely by humans. To make UAVs fully autonomous, many technological and algorithmic developments are still required. For instance, UAVs will need to improve their sensing of obstacles and subsequent avoidance. This becomes particularly important as autonomous UAVs start to operate in civilian airspaces that are occupied by other aircraft. The aim of this volume is to bring together the work of leading researchers and practitioners in the field of unmanned aerial vehicles with a common interest in their autonomy.
