Flood Risk and Social Justice is a response to the rising significance of floods and flood-related disasters worldwide, as an initiative to promote a socially just approach to the problems of flood risk. It integrates the human-social and the technological components to provide a holistic view. This book treats flooding as a multi-dimensional human and natural world tragedy that must be accommodated using all the social and technological means that can be mobilised before, during and after the flooding event. It covers socially just flood risk mitigation practices which necessitate a wide range of multidisciplinary approaches, starting from social and wider environmental needs, including feedback cycles between human needs and technological means. Flood Risk and Social Justice looks at how to judge whether a risk is acceptable or not by addressing an understanding of social and phenomenological considerations rather than simple calculations of probabilities multiplied by unwanted outcomes and their balancing between costs and benefits. It is argued that the present ‘flood management’ practice should be largely replaced by the social justice approach where particular attention is given to deciding what is the right thing to do within a much wider context. Thus it insists upon the validity of modes of human understanding which cannot be addressed within the limited context of modern science. Flood Risk and Social Justice is written to support a wide range of audiences and seeks to improve the dialogue between researchers and practitioners from different disciplines (including post-graduate engineering, environmental and social science students, industry practitioners, academics, planners, environmental advocacy groups and environmental law professionals) who have a strong interest in a new kind of social justice work that can act as a continuous counter-balance to the various mechanisms that unceasingly give rise to profound injustices. Flooding remains the most frequent natural hazard, affecting more people than any other weather-related disasters. The increase in frequency, duration and severity of floods in many parts of the world is projected to rise due to changes in climate, population and land use. Compound flooding, which occurs when multiple flood drivers interact to cause or exacerbate flooding, is a significant challenge in estuarine environments. However, the influence of flood drivers on compound flooding in estuaries remains poorly understood. To address this issue, the goal of this thesis is to improve flood risk assessments in estuarine environments by advancing our understanding and modelling of compound flood hazard. The thesis first identifies potential hotspots of compound flooding at the global scale by analyzing discharge and storm surge time series from state-of-the-art global models. The study is performed at 3,434 river mouths, encompassing all catchments along the coast with an upstream area larger than 1,000 km2. About 6% of the locations are classified as having the highest compound flooding potential. The results show that the dependence between river discharge and storm surge is significant in many areas, including the coasts of Madagascar, northern Morocco, northern Australia, Vietnam, and Taiwan. Furthermore, the study highlights the complex temporal dynamics between discharge and storm surge that cannot be captured by one indicator alone. Next, the thesis develops different probabilistic assessment methods to account for the dependence of flood drivers in flood risk assessment through two case studies. The first case study assesses the impact of the spatial dependence between river discharges and storm surge on the flood hazard quantification for a small catchment in Galveston Bay, Texas.

Flooding is among the costliest natural disasters in the United States. Although the federal government provides floodplain boundary maps and subsidizes insurance, demand remains extremely low. This paper assembles the most comprehensive set of files ever compiled on flood risk and insurance to investigate the impacts of information provision on residential demand for flood insurance. I find that map updates over the past fifteen years removed more than one million properties from the high-risk floodplains on aggregate. This nation-wide decline in nominal flood risk is inconsistent with the best available flood science. Leveraging the staggered timing of flood map updates, I estimate that households respond to changes in official flood risk information, even when this information appears erroneous. Map updates caused a net reduction in demand for flood insurance, in stark contrast with the stated policy goal of increasing insurance coverage. The largest declines were concentrated in neighborhoods with a higher share of African Americans, a pattern largely driven by rezoning these households outside of the high-risk floodplains. On the other hand, digitizing previously-available flood maps does not impact insurance take-up, suggesting that the private benefits of improving access to flood risk information are small. Employing independent flood risk estimates in a structural model of insurance demand reveals that official map updates decreased welfare by at least 300 million dollars annually. Correcting flood maps would yield annual welfare gains exceeding 20 billion dollars, primarily in wealthy neighborhoods.
