What explains the rise of populist nationalism in the contemporary phase of globalized development? Drawing on Karl Polanyi’s study of the great transformation, The Rise of the Capital-state and Neo-nationalism argues that populist nationalism is a societal reaction to the pro-market structural changes in the political economies of nation-states – conceptualized as the capital-state transformation. Oleksandr Svitych shows that there is an inextricable link between free market reforms, declining state legitimacy, and identity-based mobilization. Examining four case studies (Australia, France, Hungary, and South Korea) through a mixed method approach, the book finds that discontented voters gravitate toward populist neo-national political forces and embrace identity-based solutions – often in exclusivist and scapegoating forms – to harness their anxieties and insecurities triggered by the capital-state restructuring. Populist nationalism of both the left and the right has emerged to compensate for the real and perceived inability of the state to shield citizens from the corrosive effects of market fundamentalism. Nationalism has reasserted itself today as the political force of our times, remaking European politics wherever one looks. Britain is no exception, and in the midst of Brexit, it has even become a vanguard of nationalism’s confident return to the mainstream. Intellectual attempts to account for nationalism’s resurgence have however floundered. Desperately trying to read nationalism through one overarching cause – as capitalist crisis, as cultural backlash, or as social media led anti-Establishment politics – these accounts have proven woefully inadequate. This book argues that the only way to understand nationalism is through nationalism itself. To understand it as the key force of modernity that calls upon all existing ideological traditions in asserting its appeal: whether it is liberal, conservative, neoliberal or left-wing. Studies of Indonesian politics have long focused upon the military and the bureaucracy because it is within these institutions that formal power is located, not the parties, unions, chambers of commerce or corporations. However, such an approach can neglect the powerful influences exerted upon the state by social and economic forces. This important and controversial new book examines the way in which one of these forces, capital, has emerged in the past two decades as a major influence upon the state, its officials and policies. The emergence of the capitalist class is examined, along with its internal divisions and conflicts and its relations with the state. In particular, attention is given to the fusion of the ruling strata of state officials and the capitalist class - the potential basis for a new ruling class. This is set against the weakness of capital caused by its division into domestic and international, state and private, Chinese and indigenous. These factors are in turn set in the context of international influences - the rise and fall of the oil boom, the activities of the IBRD and IMF, the decline of export earnings and the fiscal difficulties of the state. About the Author At the time of this publication in 1986, Richard Robison was Senior Lecturer in the Asian Studies Program at Murdoch University.
