Book Description
Pay-for-performance as an educational reform tool is a long-running trend that continues to enjoy political popularity. In the state of Arizona, rewarding teachers for superior performance has partially manifested itself in the form of an incentive program known as career ladder. The state of Arizona first passed legislation establishing a career ladder program in 1985. Twenty-eight school districts were phased in over a nine year period. There has been no new funding appropriated for additional district participation since that time.

Book Description
Thomas Kellaghan Educational Research Centre, St. Patrick's College, Dublin, Ireland Daniel L. Stufflebeam The Evaluation Center, Western Michigan University, Ml, USA Lori A. Wingate The Evaluation Center, Western Michigan University, Ml, USA Educational evaluation encompasses a wide array of activities, including student assessment, measurement, testing, program evaluation, school personnel evalua tion, school accreditation, and curriculum evaluation. It occurs at all levels of education systems, from the individual student evaluations carried out by class room teachers, to evaluations of schools and districts, to district-wide program evaluations, to national assessments, to cross-national comparisons of student achievement. As in any area of scholarship and practice, the field is constantly evolving, as a result of advances in theory, methodology, and technology; increasing globalization; emerging needs and pressures; and cross-fertilization from other disciplines. The beginning of a new century would seem an appropriate time to provide a portrait of the current state of the theory and practice of educational evaluation across the globe. It is the purpose of this handbook to attempt to do this, to sketch the international landscape of educational evaluation - its conceptual izations, practice, methodology, and background, and the functions it serves. The book's 43 chapters, grouped in 10 sections, provide detailed accounts of major components of the educational evaluation enterprise. Together, they provide a panoramic view of an evolving field.

It provides a program taxonomy and conceptual framework for understanding current trends within this still-evolving reform movement, including resistance to the change process. Most important, the book analyzes the potential impact on the real world of schools and how these programs affect teachers' skills and students' learning.

Book Description
In recent years, consumers, professional organizations, government officials, and third-party payers have become increasingly concerned about how to assess the quality of the services provided by organizations in both the private and the public sectors. One new approach is the organizational report card, which compares the performance of organizations such as public schools, colleges, hospitals, and HMOs. This book offers the first comprehensive study of such instruments. It discusses the circumstances under which they are desirable alternatives to other policy instruments, such as regulation; how they should be designed; who is likely to use them and for what purpose; and what role, if any, government should have in their creation. Informed by cases drawn from education, health, and other policy areas, this book develops a conceptual framework for analyzing these issues. It explores the tradeoffs in measuring performance, the methods of communicating results effectively to mass and elite audiences, and the ways in which organizations respond to the data gathered.
