Sub-Saharan Africa faces many development challenges, such as its size and diversity, rapid urban population growth, history of colonial exploitation, fragile states and conflicts over land and natural resources. This collection, contributed from different academic disciplines and professions, seeks to support the UN Habitat New Urban Agenda passed at Habitat III in Quito, Ecuador, in 2016. It will attract readers from urban specialisms in law, geography and other social sciences, and from professionals and policy-makers concerned with land use planning, surveying and governance. Among the topics addressed by the book are challenges to governance institutions: how international development is delivered, building land management capacity, funding for urban infrastructure, land-based finance, ineffective planning regulation, and the role of alternatives to courts in resolving boundary and other land disputes. Issues of rights and land titling are explored from perspectives of human rights law (the right to development, and women's rights of access to land), and land tenure regularization. Poverty and governance are both issues high on the agenda of international agencies and governments in the South. With urban areas accounting for a steadily growing share of the world's poor people, an international team of researchers focused their attention on the hitherto little-studied relationship between urban governance and urban poverty. In their timely and in-depth examination of ten cities in Africa, Asia and Latin America, they demonstrate that in many countries the global trends towards decentralization and democratization offer new opportunities for the poor to have an influence on the decisions that affect them. They also show how that influence depends on the nature of those democratic arrangements and decision-making processes at the local level, as well as on the ability of the poor to organize. The adoption of the Sustainable Development Goals (SDGs) by the UN General Assembly in 2015 represents the latest attempt by the international community to live up to the challenges of a planet that is out of control. Sustainable Development Goal 11 envisages inclusive, safe, resilient and sustainable cities around the world by the year 2030. This globally agreed vision is part of a trend in international policy toward good urban governance, and now awaits implementation.
