This last chapter is divided into two main parts. The first part compares the key findings of the study cases of Matalibaq and Long Bagun Ulu (Chapter 5 and 6 respectively), with the focus on conflict development, political risks to act, conflict motives, indigenous resource mobilisation, and public goods achievement in the conflict. The second part will offer a conclusion of the entire work of this study as well as a classification of the underlying issues found in the rise of the forest conflict phenomenon. This study refrains from trying to offer pragmatic remedies due to the complexity of the problems. Rather, it focuses on a strategic key entry point to deal with forest conflicts that has not received much attention by researchers. I argue this key entry point can also be used as an underpinning for the consolidation of the newly born Indonesian democracy at the local level, which has been much neglected by the Indonesian government and politicians.

This book analyses the problem of intensifying forest conflicts during the transition from authoritarianism to democracy in Indonesia, with case studies those of in East Kalimantan. The core argument is that forest conflict occurs for institutional reasons, because of a persistence of a gap between state-created institutions (forest concession institution, state land institution) and local/indigenous institution (adat institution) in forest resource management. The state s coercive institutions (security institution, bureaucratic institution, floating mass institution), which used to support the imposition of state-created institutions, are paralyzed during the transition from authoritarian to democratic regime. This narrows the power gap between state and society. The change in power relations (a narrowing power gap between the state and society) is not followed by the change in institutional gap (e.g. no significant institutional reforms) so that institutional tension increases (the tension between forest concession/state land institutions and adat institution). This book strives to identify the missing forest related institutions in a new democratic regime.

Despite carefully constructed conservation interventions, deforestation in Indonesia is not being stopped. This book identifies why large-scale international forest conservation has failed to reduce deforestation in Indonesia and considers why key stakeholders have not responded as expected to these conservation interventions. The book maps the history of deforestation in Indonesia in the context of global political economy, exploring the relationship between international trade, the interests and ideology behind global sustainability programmes and the failures of forest conservation in Indonesia. Global economic and political ideologies are shown to have profoundly shaped deforestation. The author argues that the same forces continue to prevent positive outcomes.
