Taking the structure and functioning of the Arctic regional economies and the degree of economic dependence as a point of departure, these region's self-reliance and comparative socio-economic performance is analyzed. The fundamental problem is still the dependency Arctic regions have on their mother economies in the south" " ... the impact from climate changes and the global economy strongly influence the self-sufficiency constraints and potentials of the Arctic societies. Traditional approaches to economic valuation may not be sufficient to capture these relationships. Neo-classical economics and the trade off model look upon nature as a good commensurable with all other goods, and henceforward there is a substitution possibility. This book explores the politics of local economic development in Northern England. Socio-economic conditions in the North – and its future prospects – have become central to national debates in the UK. The status of Northern regions and their local economies is intimately associated with efforts to ‘rebalance’ the economy away from the South East, London and the finance sector in the wake of the 2008 financial crisis. The contributors to this volume focus in particular on the coalition and Conservative governments’ ‘Northern Powerhouse’ agenda. They also analyse associated efforts to devolve power to local authorities across England, which promise to bring both greater prosperity and autonomy to the deindustrialized North. Several chapters critically interrogate these initiatives, and their ambitions, by placing them within their wider historical, geographical, institutional and ideological contexts. As such, Berry and Giovannini seek to locate Northern England within a broader understanding of the political dimension of economic development, and outline a series of ideas for enhancing the North’s prospects.

Throughout the world, a sense of crisis has settled in like a nightmare that refuses to leave. We look towards the horizon with apprehension. Major changes are afoot. Older industrial regions, once rich and powerful, stand by helplessly as factories close down. Poor countries are sliding into bankruptcy, unable even to feed their populations. In a few scattered enclaves, called ex port platforms, new manufacturing plants spring up overnight: they employ predominantly young, unmarried women and ship their products to unknown destinations overseas. Small companies are eaten up by bigger ones which, in turn, are absorbed by still larger conglomerates. Some industrial sectors are wiped out altogether. Tensions between states are increasing. More and more countries are coming under military rule. Torture and terrorism are turned into tools of official state policy. Civil wars are fought in Central America, Northern Africa, and Southeast Asia. International conflict flares up be tween Britain and Argentina, Iraq and Iran, Ethiopia and Somalia. Economic growth has slowed to a crawl. Inflation undercuts the livelihood of the poor. The small producer is ruined. It appears that we are involved in a major restructuring of the capitalist world. The problems are profits, capital accumulation, and efficiency in pro duction. To make the indicators point up, whole regions are sacrificed, new technologies are put in place, and new locational patterns are created as the world is carved up into a new international division oflabor.
