Excerpt from Crown Hill Cemetery Sec. 3. The said corporators shall, at least once in every year hereafter, fill, by election by ballot, all vacancies which may occur among them, and may, at the same time, or other times, increase and add to their number from those who may be lot - holders in the Cemetery, so that the said corporators shall never be reduced to less than fifteen nor exceed thirty members; but no power shall belong to any less number than fifteen to transact any other corporate business, except to fill vacancies of corporators; and they shall have power directly, or through their Board of Man agers, to ordain and execute all such by-laws, not contrary to the Constitution and laws of the United States, or of this State, as may be needed for the government of the corporation, its Officers, and affairs. Provided, however, That any person holding title to a lot or any part thereof, whether by purchase, devise or inheritance, Whether as joint tenants or tenants in common, shall be considered as a lot-holder within the meaning of this section, and qualified to be elected and act as corporator.
