Book Description
The U.S. Navy has been experiencing ongoing ethical issues within its officer ranks. The recent "Fat Leonard" and Marines United photo-sharing scandals, coupled with numerous other less-publicized unethical officer misconduct incidents and infractions, provide examples that, despite the Navy's core tenets of honor, courage, and commitment, problems persist. This thesis uses the private sector and other executive agencies as models by which the Department of the Navy can improve, develop, update, or modernize its ethics education and training strategy. The researchers analyze the Navy Leadership Development Framework as it pertains to ethics training, comparing current Navy strategies with best practices of leadership development and educational techniques in the private sector, other government departments, and military services. Strategy plays a significant role in shaping institutions to achieve desired outcomes and deliver value to their stakeholders; the researchers examine the Navy's strategy using program impact theory by reviewing observation data and publicly available source material. Related recommendations seek to improve the Navy ethics education strategy to further enhance its leaders' competency and character. I. NAVY ETHICS UNDER SIEGE * A. BACKGROUND * B. Book Description
The Department of Defense (DOD) is committed to transforming the nation's armed forces to meet the military challenges of the future. One approach to achieving this transformation is by leveraging advances in science and technology. New technologies and innovations are integral to today's military actions, and associated changes have rippled through all aspects of operations, highlighting the need for changes in policies related to military personnel. At the request of the Force Chief of Naval Operations, the NRC reviewed the military manpower and personnel policies and studies currently underway in the DOD and developed an implementation strategy for the Department of the Navy's future military manpower and personnel needs. This book presents an introduction to current personnel policies of and concerns facing the Naval forces; an assessment of demographic, technological, and other forces affecting future personnel needs and availability; a summary and assessment of previous studies; an examination of the role of research tools in implementing personnel policy change; and an analysis of obstacles to and strategies for transforming the Naval forces.

Book Description
The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.
