Some of the more important phases of poorulaw reform embodied in two recent orders issued from the Local Government Board by Mr. John Burns. It will be well to add a short recapitulation of the chief points. First of all comes the wise direction that no children over three years of age are to be kept in. Workhouses. This is followed by another equally desirable instruction that all infants under eighteen months are to be medically examined at least once a fortnight, and over eighteen months once a month. Nursing tby pauper inmates is abolished once and for all, a step in accordance with modern humane views as to our duty towards the sickpoor. Then comes a highly important safeguard in the provision which enables paupers to make their complaints direct to the Guardians. The interests of inmates are likely to be better protected, as it has hitherto been practically im possible for any pauper to lodge an effective protest against official abuses and injustice. At the same time it seems fairly obvious that no system of complaint could -be ultimately effective unless pro vision be ru ade for an appeal to a central authority.
