Nato intervention in Kosovo marked a major turning point in post cold war international relations. While some western commentators argued that it was the first war to be fought on purely moral grounds, Serbian, Russian and Chinese assessments were sharply different.This highly original addition to the literature on Kosovo highlights the importance of perspective to an understanding of both the causes and consequences of war. It makes clear that the conceptual lenses, paradigms or frameworks through which political actors view reality in turn affect their understanding of the behaviour of others and their reactions to it. The authors, a team of regional experts on the countries covered, examine the way the war has been understood in countries involved in and peripheral to the conflict. Their aim is to provide a broad yet highly nuanced picture of this focal point of Balkan unrest.The book opens with an introduction to the historical and regional context of the conflict. The authors go on to present twelve case-studies, ranging from Serbia, and the other former Yugoslav republics, to the USA and to China. These detailed regional studies highlight the considerable variation in the key states' perceptions of their national interest and their perceptions of what constitutes legality or legitimacy. It breaks down traditional assumptions in the field of security studies by sidelining the theoretical worldview that underlies mainstream strategic thinking on recent events in Kosovo. The book offers a conceptual overview of the Kosovo debate, placing these events in the context of globalisation, European integration and the discourse of modernity and its aftermath. It then examines Kosovo's impact on the idea of war. One of the great paradoxes of the war in Kosovo was that it was not just one campaign but two: there was the ethnic cleansing campaign in Kosovo and the allied bombing campaign against targets in Kosovo and all over Serbia. Many of the US criticisms of Western European reluctance to engage in the 2004 war in Iraq stem from a perception that these governments are 'weak on defence' or unwilling to 'pull their own weight' in the international system. Secretary Rumsfeld pejoratively designated traditional Atlantic Alliance allies as 'Old Europe', to distinguish them from the freshly minted, cooperative states of 'New Europe'. In doing so, Rumsfeld accused 'Old Europe' of yet again relying on the United States to solve shared security problems. This volume critically evaluates the validity of this view of Western European choices and policies. The Kosovo crisis of 1999 was one of the most challenging events for cooperative security. Since the end of the Cold War, the European states, the United States and Canada have made progress in devising a new security architecture. However, the wars in the former Yugoslavia seemed to indicate that the new international order was not able to live up to its expectations. For the fourth time in eight years the Yugoslav president Slobodan Milosevic and those political forces he stands for tried to resolve an ethnic problem by means of ethnic cleansing. Unlike in Bosnia-Herzegovina or in Croatia, the Western world reacted with much more determination and resolve. The outcome was an accord that was made in early June 1999 and which has to be seen against the backdrop of a major international crisis. This book critically examines the various efforts to resolve the Kosovo problem by ways of cooperative security. It also deals with the problems that started after the agreement of 9 June 1999. Furthermore, it tries to shed light on the broader regional and international aspects of that crisis.
