The hypocritical rhetoric and actions of the delegates and the ineffectiveness of the conference's sole creation, the Intergovernmental Committee for Political Refugees, was clearly recognized by Nazi Germany and ultimately influenced its anti-Jewish policies. Thus, it is not a coincidence that the pogrom of November 1938, Kristallnacht, occurred only four months later. The avoidance of dealing with the Jewish refugee problem was further highlighted in the futile Wagner-Rogers Bill of 1939, the Hennings bill of 1940 and especially the Bermuda Conference of 1943, a time in which the details of mass murder of Jews and other groups was already well known within official circles. Further work needs to be done on the diverse responses of the Jewish community both within the United States and abroad to the peril facing their co-religionists.

While on the surface the conference appeared as an attempt to alleviate the distress faced by Jews being forced out of Germany and Austria, in reality it only served to demonstrate that the nations of the world were not willing to accept Jews as refugees. Since the Holocaust, a generally-held assumption has been that the Evian Conference represented a lost opportunity to save Germany’s Jews, and that the conference failed to rescue the Jews of Europe. In this study, Paul Bartrop argues that in fact it did not fail when measured against the original reasons for which it was called. Exposing many of the myths surrounding the meeting, this work addresses a glaring lacuna in the literature of the Holocaust, and places the so-called 'failure' of the Evian Conference into its proper context.

This book is a vital exploration of the harrowing stories of mass displacement that took place in the first half of the 20th century from the perspective of forced migrants themselves. The volume brings together 15 interrelated case studies which show how the deportation, evacuation and flight of millions of people as a result of the First World War intensified rather than alleviated ethnic conflicts which culminated in population transfers on an even larger scale during and immediately after the Second World War. While each chapter focuses on a different group of refugees and displaced persons, the text as a whole looks at the experience of forced migration as a complex set of evolving relationships with the receiving society, the homeland, the broader diaspora and other migrant communities living within the same host country. This innovative, four-dimensional model provides an overarching conceptual framework that binds the chapters together within the longer arc of European history. By going beyond the conventional narratives of national victimhood and (un)successful assimilation of refugees, A Transnational History of Forced Migrants in Europe reveals that identities of forced migrants in the first half of the 20th century were individualised, hybrid and constantly reconstructed in response to socioeconomic forces and political pressures. The case studies collected in this volume further suggest that age, gender, social class, educational level and the personal experiences of 'unwilling nomads' are more important to the understanding of forced migration history than ethnoreligious identities of victims and perpetrators.

Volume 7, The Holocaust: Selected Documents in Eighteen Volumes. The St. Louis Affair occurred a few months before the outbreak of World War II. Because of increased Nazi terror larger numbers of Jews had begun to emigrate. The Cuban Director of Immigration had sold many landing permits wholesale to the Hamburg America Line, which resold these permits to individual Jews. A shift in Cuban policies invalidated the permits, but the line failed to inform the passengers. Thus when over 900 passengers arrived on the St. Louis at Havana, they were prevented from disembarking and forced to return to Europe. For the moment, they were saved by the unselfish actions of France, Holland, Belgium and Great Britain, which permitted the emigrants to land in their respective territories. Many of the documents selected for this volume are devoted to the St. Louis Affair. Others deal with similar landing problems, the emigration of 5000 Jewish children and obstacles to Jewish emigration created by the Nazis.
