Since the mid-1970s, Islamist groups have been important opposition forces in the Arab world and have posed a considerable challenge to regimes. However, their increased influence has not led to political power. Ibrahim A. Karawan argues that Islamist movements have been unable to form an effective and united opposition, and have therefore reached an impasse. Although regimes cannot afford to ignore their Islamist challengers, the Arab world is unlikely to witness a wave of Islamist take-overs. More than 17 years after the fall of the Shah, the Iranian revolution remains an isolated case in the Middle East. The growth of Islamism is fuelled by social, economic and political discontent. Islamist movements are not passing phenomena, but the actual political threat they pose will depend mainly on their ability to form broad coalitions, and on the willingness of regimes to introduce badly needed reforms. However, Islamist movements are divided over key issues of strategy and tactics. Regimes have exploited these divisions to contain their Islamist opponents, and have blended oppression and limited political accommodation to perpetuate their rule. Despite Islamist groups’ transnational language and ideology, national and sub-national issues drive their actions. Region-wide developments – notably the ‘oil revolution’ of the 1970s and Arab military defeats by Israel – are important in understanding the overall political climate, but they will not be crucial in deciding the outcome of the Islamist–regime confrontation. The influence of the West on Arab Islamism is also unlikely to be decisive. Islamist activism is stronger in areas with greater exposure to Western influences. States are therefore keen not to be seen as being too close to Western powers. In addition, there is no one Western stance towards Islamist movements, nor is there a unified assessment of the causes and policy implications of their resurgence. Contentious political issues confront Western powers, such as linking economic aid to human rights. Political and militant movements operating under the banner of Islamism are diverse. Their deep differences over the best means to achieve their objectives fragment their ranks and undermine their effectiveness. Although Arab regimes face many challenges, they have shown greater political resilience than analysts have expected.

While scholars have long looked at the role of political Islam in the Middle East, it has been assumed that domestic politics in the wealthy monarchical states of the Arabian Gulf, so-called "rentier states" where taxes are very low and oil wealth subsidizes the needs of citizens, are largely unaffected by such movements. However, the long accepted rentier theory has been shortsighted in overlooking the socio-political role played by Muslim Brotherhood affiliates in the super-rentiers of Kuwait, Qatar, and the United Arab Emirates. While rentier state theory assumes that citizens of such states will form opposition blocs only when their stake in rent income is threatened, this book demonstrates that ideology, rather than rent, have motivated the formation of independent Islamist movements in the wealthiest states of the region. In the monarchical systems of Qatar and the UAE, Islamist groups do not have the opportunity to compete for power and therefore cannot use the ballot box to gain popularity or influence political life, as they do elsewhere in the Middle East. But, as this book points out, the division between the social and political sectors is often blurred in the socially conservative states of the Gulf, as political actors operate through channels that are not institutionalized. Simply because politics is underinstitutionalized in such states does not mean that it is underdeveloped; the informal realm holds considerable political capital. As such, the book argues that Brotherhood movements have managed to use the links between the social (i.e. informal personal networks) and political (i.e. government institutions) to gain influence in policymaking in such states.Using contemporary history and original empirical research, Courtney Freer updates traditional rentier state theory and argues that political Islam serves as a prominent voice and tool to promote more strictly political, and often populist or reformist, views supported by many Gulf citizens.

The current agenda of international politics is full of headline-grabbing conflicts. This book focuses on one such conflict, namely the Kurdish question in Turkey, with recent peace negotiations between Turkey and the PKK having apparently failed. The pro-Islamic ruling party of Turkey (the AK Party) and the ideologically leftist pro-Kurdish parties are the key determinants of this conflict. Their historical development since the inception of modern Turkey is discussed here to demonstrate the similarities and differences between these oppositional social and political groups. Distorted religion has the capacity to shape traditions in ways that justify violence, while genuine religion heals persons, helps them make different moral decisions when confronted with situations of conflict, and aims to explore new ways of understanding themselves as shaping history toward progress.
