Assessments that were a gauge of student understanding in the past are now the focus of the federal No Child Left Behind legislation. State accountability sanctions are tied to standardized test results as high test scores are often equated with educational success. Due to the often contentious and confusing environment of student testing, this study investigated the use of norm-referenced tests as predictors of student results on criterion-referenced tests and the feedback from these tests required by teachers to effectively guide instruction. The effectiveness of the Iowa Test of Basic Skills as a predictor of student success on the South Carolina Palmetto Achievement Challenge Test and the determination of which elements of standardized tests teachers perceive as providing essential feedback for the improvement of instruction were studied through a mixed research design. Over 4,000 fourth grade students' test results were compared in a discriminant analysis and over 100 fourth grade teachers' perceptions were analyzed through an online survey. Results indicate norm-referenced tests are strong predictors of student performance on criterion-referenced tests. Implications include the use of standardized tests as formative assessments to guide instructional practice.
