This book examines two civic initiatives in Europe and analyses their evolution through the institutionalisation of their practices, local public effects, and established models for action at broader scales. Drawing from the concepts of civic action, problematic situations, public problems, and experience, this book coins the concept of direct civic action to explore civic initiatives beyond sectorial categories. It draws from the histories, everyday activities, and encounters with new problematic situations of a Slovak and a French initiative. It analyses the institutionalisation of their internal practices, their public cultural services, the models for action they establish in broader networks of initiatives, and how institutionalisation affects their experimentation and innovation. In the decades following the collapse of state socialism at the end of 1980s, disabled people in Central and Eastern Europe endured economic marginalisation, cultural devaluation and political disempowerment. Some of the mechanisms producing these injustices were inherited from state socialism, while others emerged with postsocialist neoliberalisation. State socialism promised social security guaranteed by the public, and postsocialist neoliberalisation promised independent living underpinned by the market. Britain does not have a written constitution. It has rather, over centuries, developed a set of miscellaneous conventions, rules, and norms that govern political behavior. By contrast, Bosnia’s constitution was written, quite literally, overnight in a military hanger in Dayton, USA, to conclude a devastating war. By most standards it does not work and is seen to have merely frozen a conflict and all development with it. What might these seemingly unrelated countries be able to teach each other? Britain, racked by recent crises from Brexit to national separatism, may be able to avert long-term political conflict by understanding the pitfalls of writing rigid constitutional rules without popular participation or the cultivation of good political culture. Bosnia, in turn, may be able to thaw its frozen conflict by subjecting parts of its written constitution to amendment, with civic involvement, on a fixed and regular basis; a ’revolving constitution’ to replicate some of that flexibility inherent in the British system.
