Established in 1824, the United States Indian Service (USIS), now known as the Bureau of Indian Affairs, was the agency responsible for carrying out U.S. treaty and trust obligations to American Indians, but it also sought to "civilize" and assimilate them. In Federal Fathers and Mothers, Cathleen Cahill offers the first in-depth social history of the agency during the height of its assimilation efforts in the late nineteenth and early twentieth centuries. Cahill shows how the USIS pursued a strategy of intimate colonialism, using employees as surrogate parents and model families in order to shift Native Americans' allegiances from tribal kinship networks to Euro-American familial structures and, ultimately, the U.S. government.

Excerpt from The Agricultural Situation, Vol. 17: A Brief Summary of Economic Conditions; February 1, 1933 Prices of American cotton during 1932 - 33 remained fairly stable from mid-october to late January, and while substantially below the level reached in late August, they were at the end of January about a cent and a quarter above the low point of June, 1932, and about the same as a year earlier. Prices of Indian relative to American cotton were still very favorable to the use of American cotton. The small supply of Indian and the almost record supply of American indicate that this situation is likely to continue during the remainder of 1932 - 33. During the first five months of the season exports of of American cotton were higher than in either of the two previous years, and exports of Indian cotton were very small.
