Regional Organizations have played an increasing role of late in resolving intrastate conflicts. The UN, drawn into a plethora of peacekeeping operations in the 1990s, has relied increasingly on regional organizations and alliances to take the lead in conflict resolution, especially for peace enforcement. In view of this, the primary research question is: Has the increased role of regional organizations and alliances in recent UN mandated peace operations, such as East Timor, Sierra Leone, and Kosovo, defined the path for the future conduct of such operations? A follow on question is: Will it lead to a decline in UN preeminence in future peace operations? The thesis first describes the new ground rules in international affairs since the end of the Cold War. They have changed the way the UN undertook peacekeeping operations in the past decade with regional organizations. Second, it undertakes an analysis of the military component of three UN peace operations involving regional forces, in Sierra Leone, East Timor, and Kosovo. Finally, it derives conclusions from the analysis of these operations. While the degree of involvement of regional organizations in current peace operations is shaped by the nature of the conflict, the UN remains a key player and its role, as the primary arbiter of international peace and security does not seem under threat in the near future.

During the Cold War, the United Nations developed the mission termed "peacekeeping" to help manage conflict. These peace operations helped save millions of lives, prevented conflicts from escalating, and provided an environment for the political settlement of disputes despite the superpower conflict. In the aftermath of the Cold War, the United Nations found itself freer to act than at any time in its history, and the demands placed on the organization quickly outstripped its ability to cope. This thesis examines the role of regional organizations in the conduct of peacekeeping. It asks if the international community's singular focus on the United Nations as the vehicle for peacekeeping prevented the regional organizations from contributing more to international security. Furthermore, if the regional organizations could contribute significantly to international peace, then what role should the Defense Department play in supporting these efforts? Regional organizations have conducted peacekeeping operations in the past with mixed results. This thesis examines the intervention by the Organization of American States (OAS) into the Dominican Republic in 1965, the OAS role in the Central American peace process in the late 1980s, and the intervention by the Economic Community of West African States into Liberia in 1990. These operations illustrate several salient features of regional organizations conducting peacekeeping. This study concludes that in order for peacekeepers to achieve their mandate, it is critical to possess strong political will and a minimum of operational support. Furthermore, regional organizations run the gamut in both political will and operational capability. Their performance indicates that when their national interests are at stake, the regionals demonstrate the required political will to persevere in a mission. Furthermore, they indicate an increasingly strong determination to participate in peacekeeping missions.

The end of the Cold War has diminished the seriousness of external threats to the United States but increased their number. Touted as a candidate for sheriff in a world without law, the United States accepts that it has obligations but is wary about taking on unlimited responsibility. Multilateral crisis management under some sort of international mandate is one attractive possibility. Operating under the mandate of an international organization, however, requires advance planning and engagement. Despite ongoing improvements the UN remains an imperfect instrument. Regional organizations are even less capable. This situation has fostered renewed interest in regionalism. Regional organizations have both advantages and disadvantages for this role.

This book analyses the new and difficult roles of regional organizations in peacemaking after the end of the Cold War and how they relate to the United Nations (UN). Regional organizations have taken an increasingly prominent role in international efforts to deal with international security. The book highlights the complex interaction between the regional and sub-regional organizations, on the one hand, and their relations with the United Nations, on the other. Thus, the general issues of UN and its authority are scrutinized from legal, practical and geopolitical perspectives. Taking on a broad geographical focus on Africa, the Arab world and Europe, the book also provides an extensive range of case studies, with detailed analysis of particular situations, organizations and armed conflicts. In March 2000, the United Nations Secretary-General convened an international panel to conduct a major study on United Nations Peace Operations. Chaired by former Algerian Foreign Minister and current Under-Secretary-General, Lakhdar Brahimi, the Panel was tasked to conduct a wide-ranging study and analysis over lessons learned from past operations such as those in Rwanda and Somalia, as well as current missions in Kosovo, East Timor, and the Democratic Republic of the Congo. The Panel looked at how peacekeeping missions could achieve greater efficiency and success in attaining the key objectives of maintaining peace and promoting reconciliation and reconstruction. It also reviewed the context within which peacekeeping missions took place, the resources and limitations of the United Nations Department of Peacekeeping Operations (DPKO) specifically, and the modality, efficacy, and extent of assistance rendered by the 'international community' within the framework of peacekeeping and peace-building in general. The fifth in a series of conferences organised on lessons learnt from peacekeeping operations was held under the auspices of the United Nations Institute for Training and Research (UNITAR), the Institute of Policy Studies (IPS) of Singapore and the Japan Institute of International Affairs (JIIA). Throughout two intense days in Singapore, in April 2001, an eminent group of academics, government officials, representatives of international organisations, representatives from ongoing UN Missions, and military scholars gathered behind closed doors to reflect upon the recommendations of the Brahimi Report and the obstacles to reform of peacekeeping. This volume contains all the papers presented at that event. It also includes the Co-Chairs' Summary and Recommendations.
