The United States overall developments in weapons technology has not kept abreast of the times since the termination of World War II. A tremendous savings in manpower, equipment and national resources could have been possible if the US Air Force had entered the Vietnam War with a variety of accurate and effective conventional weapons and penetration aids. In evaluating the influence of weapon technology on military strategy, this paper discusses three factors: Soviet threat and challenge to Free World security; U.S. concept of deterrence; and the Soviet and US Views of limited war. It concludes that America must not become apathetic, but maintain its technological superiority over the Soviet Union. Further, that in order to counter 'national wars of liberation, ' consideration should be given to developing more effective conventional weaponry, while at the same time sustaining the much needed sophisticated deterrent nuclear forces in-being. This paper focuses on the formulation of doctrine since World War II. In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. Within the past decade, the U.S. military has implemented a number of programs to assess the changes underway in the global security environment and in the nature of warfare. Defense leaders and thinkers have concluded that revolutionary change is taking place and, if the United States develops appropriate technology, warfighting concepts, and military organizations, it can master or control this change, thus augmenting American security. Dr. Steven Metz suggests that official thinking within the U.S. military may be too narrow. The information revolution, he contends, will have far-reaching strategic effects. The transformation it brings will not only be technological, but political, social, ethical and strategic as well. As he explores the impact that the information revolution may have on the conduct of armed conflict, Dr. Metz introduces a number of ideas which need further analysis, including the potential for the emergence of nontraditional, networked enemies; multidimensional asymmetry; the privatization of security; and the potential impact of technologies like robotics, nonlethality, and nanotechnogy. He concludes with an asessment of the features likely to characterize successful militaries in the 21st century.
