This book draws on a mass of documentary material to provide a major reinterpretation of British labour's response to the Spanish Civil War. It challenges the view that the labour leadership ' betrayed' the Spanish Republic, and that this polarised the movement along `left' versus 'right' lines. Instead, it argues that the overriding concern of the major leaders was to defend labour's institutional interests against the political destabilisation caused by the conflict, rather than to defend Spanish democracy. Although the main advocates of this position were trade union leaders associated with the labour right such as Walter Citrine and Ernest Bevin, the book argues that their dominance reflected the centrality of the trade unions to labour movement decision-making rather than the abuse of union power to achieve political goals.

The Spanish Civil War of 1936-1939 underlined the importance of the sea as the supply route to both General Franco's insurgents and the Spanish Republic. There were attempted blockades by Franco as well as attacks by his Italian and German allies against legitimate neutral, largely British, merchant shipping bound for Spanish Republican ports and challenges to the Royal Navy, which was obliged to maintain a heavy presence in the area. The conflict provoked splits in British public opinion. Events at sea both created and reflected the international tensions of the latter 1930s, when the policy of appeasement of Germany and Italy dissuaded Britain from taking action against those countries’ activities in Spain, except to participate in a largely ineffective naval patrol to try to prevent the supply of war material to both sides. When Spain exploded into civil war in July 1936, a conflict whose roots were deep in the Spanish past became the arena for the violent political passions that divided Europe north of the Pyrenees. Germany, Italy, and the Soviet Union intervened actively in the war, using Spain as a testing ground for their military equipment and techniques and their political ideologies. In this first in-depth study of the politics of the International Brigades in the Spanish Civil War, R. Dan Richardson views the Brigades in the wider context of both the complex political-military alignments of Loyalist Spain and the broader Soviet-Comintern strategy during the Popular Front era. While not denying the generous impulse that led many young men the world over to enlist in the cause of the Spanish Republic, he sees the Brigades primarily as instruments of communist policy. He argues that the directing force behind the enlistment, training, and deployment of the Brigades was the international communist organization—a compelling example of how the ends of propaganda and politics took precedence over military objectives. Using a wide array of sources in English, Spanish, French, Italian, and German, and a thorough analysis of the Brigades' own voluminous literary output, Richardson clearly shows that the Brigades were a significant political, ideological, and propaganda instrument, which was used effectively by the Comintern for its own purposes, not only in Spain but on the larger world stage.
