Excerpt from Letters on Insanitary Dwellings and the Housing of the Poor: Reprinted From the 24th Annual Report of the Association In the same house we find a frugal, clean, temperate, healthy person; he leaves and instead of whom the owner finds he has a low, drunken, dirty, swearing fellow, whose habits breed disease which ends in death. Now, is it fair that the house Should be blamed? The word insanitary Should be properly used. Instead of insanitary property it should be insanitary drunkenness, insanitary dirt, insanitary immoral conduct, &c. If the matter be more closely looked into it is easy to Show that many of the deaths are in fine, wide, healthy roads, many of which have only very recently, comparatively, been brought into existence, such as Egerton street, Sylvester street, Tatlock street, Wellington road, Boaler street, Robsart street, Chatham street, Brasenose road, Pecksniff street, Rosalind street, 850. Of course Mr. Forwood has no idea of dealing with such streets in his scheme. Or such a street as Beaufort street, which is nearly half a mile. Long, and 20 yards wide. Deduct all the deaths in such streets and it is astonishing how the insanitary phase of the question is altered. Mr. Forwood Should publish the details of his scheme that the public may know as much or more than he understands about it. And we have a right to demand the information since the expenditure of a million and a half of the ratepayers' money is involved in the Scheme. Your President, Mr. 0. Williams, your Treasurer, and your Secretary, replied to the misrepresentations made against. Owners and their property in seven letters, which are given below, as it is considered that all owners of property should be in possession of exact information on this subject, as, in all probability, the City Council might be in uenced to interfere greatly with the rights of property. The contents of the letters themselves pretty well explain the subject, so that it is unnecessary to go very much into detail in this introduction and report.
