This volume studies the outcomes of the two-way flow of investments and people between China and India, and Southeast Asia. The People's Republic of China has experienced numerous challenges and undergone tremendous structural changes over the past four decades. The party-state faces a fundamental tension in its pursuit of social stability and regime durability. Repressive state strategies enable the Chinese Communist Party to maintain its monopoly on political power, which is consistent with the regime's authoritarian essence. Yet the quality of governance and regime legitimacy are enhanced when the state adopts more inclusive modes of engagement with society. How can the assertion of political power be reconciled with responsiveness to societal demands? This dilemma lies at the core of evolutionary governance under authoritarianism in China. Based on a dynamic typology of state-society relations, this volume adopts an evolutionary framework to examine how the Chinese state relates with non-state actors across several fields of governance: community, environment and public health, economy and labor, and society and religion. Drawing on original fieldwork, the authors identify areas in which state-society interactions have shifted over time, ranging from more constructive engagement to protracted conflict. This evolutionary approach provides nuanced insight into the circumstances wherein the party-state exerts its coercive power versus engaging in more flexible responses or policy adaptations.

This book combines empirical research and theoretical discussions to demonstrate that the civil society paradigm as a western concept could be applicable to the study of state-society relations in contemporary China. However, the growth of Chinese civil society does not necessarily present an adversarial or confrontational relationship between state and society, but rather it is a cooperative relationship based on common interests and mutual benefits between industrial associations and local governments. The findings of this research confirm that, in contrast to the conventional civil society model in Western and Eastern Europe, where civic organizations are independent of the state, challenging the state hegemony, Chinese civic organizations, however, still lack autonomy and even remain closely linked to the state, but they are growing and expanding their public space and important role in public affairs through active participation. This non-western path for civil society development is a precise reflection of reality that is profoundly shaped and constrained by Chinese institutional, sociological, and cultural context. Through close investigation into the industrial, organizational, and social governance of industrial associations in Wenzhou and in-depth analysis of their challenges and developments within the institutional context, this book provides fresh empirical evidence and insightful analysis of how industrial associations have actively participated in local industrial governance and conduct of public affairs, gained greater space for their development, and become indispensable partners of local government in social governance.

And why do a small number of other states succeed in such control? What effect do failing laws and social policies have on the state itself? In answering these questions, Joel Migdal takes a new look at the role of the state in the third world. Strong Societies and Weak States offers a fresh approach to the study of state-society relations and to the possibilities for economic and political reforms in the third world. In Asia, Africa, and Latin America, state institutions have established a permanent presence among the populations of even the most remote villages. A close look at the performance of these agencies, however, reveals that often they operate on principles radically different from those conceived by their founders and creators in the capital city. Migdal proposes an answer to this paradox: a model of state-society relations that highlights the state's struggle with other social organizations and a theory that explains the differing abilities of states to predominate in those struggles.
