In the early 2000s, Chinese demand for imported commodities ballooned as the country continued its breakneck economic growth. Simultaneously, global markets in metals and fuels experienced a boom of unprecedented extent and duration. Meanwhile, resource-rich states in the Global South from Argentina to Angola began to advance a range of new development strategies, breaking away from the economic orthodoxies to which they had long appeared tied. In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand. Jepson also examines the end of the boom and its consequences, as well as the possible implications of future China-driven upheavals. Market-based solutions to environmental problems offer great promise, but require complex public policies that take into account the many institutional factors necessary for the market to work and that guard against the social forces that can derail good public policies. Using insights about markets from the new institutional economics, this book sheds light on the institutional history of the emissions trading concept as it has evolved across different contexts. It makes accessible the policy design and practical implementation aspects of a key tool for fighting climate change: emissions trading systems (ETS) for environmental control. Blas Luis Pérez Henríquez analyzes past market-based environmental programs to extract lessons for the future of ETS. He follows the development of the emissions trading concept as it evolved in the United States and was later applied in the multinational European Emissions Trading System and in sub-national programs in the United States such as the Regional Greenhouse Gas Initiative (RGGI) and California's ETS. This ex-post evaluation of an ETS as it evolves in real time in the real world provides a valuable supplement to what is already known from theoretical arguments and simulation studies about the advantages and disadvantages of the market strategy. Political cycles and political debate over the use of markets for environmental control make any form of climate policy extremely contentious. Pérez Henríquez argues that, despite ideological disagreements, the ETS approach, or, more popularly, 'cap-and-trade' policy design, remains the best hope for a cost-effective policy to reduce GHG emissions around the world.

Island Southeast Asia was once a thriving region, and its products found eager consumers from China to Europe. Today, the Philippines, Indonesia, and Malaysia are primarily exporters of their surplus of cheap labor, with more than ten million emigrants from the region working all over the world. How did a prosperous region become a peripheral one? In The Making of a Periphery, Ulbe Bosma draws on new archival sources from the colonial period to the present to demonstrate how high demographic growth and a long history of bonded labor relegated Southeast Asia to the margins of the global economy. Bosma finds that the region’s contact with colonial trading powers during the early nineteenth century led to improved health care and longer life spans as the Spanish and Dutch colonial governments began to vaccinate their subjects against smallpox. The resulting abundance of workers ushered in extensive migration toward emerging labor-intensive plantation and mining belts. European powers exploited existing patron-client labor systems with the intermediation of indigenous elites and non-European agents to develop extractive industries and plantation agriculture. Bosma shows that these trends shaped the postcolonial era as these migration networks expanded far beyond the region. A wide-ranging comparative study of colonial commodity production and labor regimes, The Making of a Periphery is of major significance to international economic history, colonial and postcolonial history, and Southeast Asian history.

In recent decades, gold mining has moved into increasingly remote corners of the globe. Aside from the expansion of industrial gold mining, many countries have simultaneously witnessed an expansion of labor-intensive and predominantly informal artisanal and small-scale gold mining. Both trends are usually studied in isolation, which contributes to a dominant image of a dual gold mining economy. Counteracting this dominant view, this volume adopts a global perspective, and demonstrates that both industrial gold mining and artisanal and small-scale gold mining are functionally integrated into a global gold production system. It couples an analysis of structural trends in global gold production (expansion, informalization, and technological innovation) to twelve country case studies that detail how global gold production becomes embedded in institutional and ecological structures.
