Marine Corps Lieutenant Colonel Kate Germano arrived at Parris Island convinced that if she expected more of the female recruits just coming into Corps, she could raise historically low standards for female performance and make women better Marines. One year after she took command of the Fourth Recruit Training Battalion, shooting qualifications of the women under her command equaled those of men, injuries had decreased, and unit morale had noticeably improved. Then the Marines fired her. This is the story of Germano's struggle to achieve equality of performance and opportunity for female Marines against an entrenched male-dominated status quo. Germano charges that the men above her in the chain of command were too invested in perpetuating the subordinate role of women in the Corps to allow her to prove that the female Marine can be equal to her male counterpart. She notes that the Marine Corps continues to be the only service where men and women train separately in boot camp or basic training. Meanwhile, in the U.S. Army, women have already become Army Rangers and applied to be infantry officers. Germano addresses the Marine Corps' $35-million gender-integration study, which shows that all-male squads perform at a higher level than mixed male-female squads. The part played by Indian soldiers in the Great War is, as the author of this excellent and excitingly written history correctly complains, somewhat under-appreciated. He blames this on the fact that Regular Army officers in Indian Regiments were too few and too over-worked to write down the essntial facts, while the Indians themselves did not write in English. For W. S. Thatcher, a volunteer who joined up at the outbreak of the war ‘for the duration' - his service with the Baluchis remained ‘ the great adventure of my life'. The Baluchis served in Flanders, fighting in the battles of Festubert and Neuve Chapelle and Loos in 1915 before the decision was taken to embark them for East Africa. Here they fought against that elusive guerrilla genius Gen. Von Lettow-Vorbeck, and, as Thatcher writes, ‘They responded magnificently’. He adds bitterly: ‘The East African campaign would have meant very great privation and hardship even if it had been well-organised and run, which it was not. Columns were only too often sent out with inadequate medical equipment, porters even without water bottles. Food was bad. Von Lettow would have managed it better’. Casualties in East Africa were much less than in Flanders, but the regiment was ravaged by dysentery and malaria. The book comes complete with Rolls of Honour; and appendices on awards; organisation of Indian troops; and many maps.

Analyzing Department of Defense (DoD) deployment data through December 2008, Arroyo found that the Army has provided over 1 million troop-years to OIF and OEF, and most soldiers now deployed to OEF and OIF are on their second or third tour. Those soldiers who have not yet gone to OEF and OIF typically fall into one of two categories: new soldiers, needing to complete training before deployment; and experienced soldiers, needed for missions outside of Iraq and Afghanistan. The demand for active-duty soldiers in OEF and OIF would have exceeded supply under the Army's normal deployment policies, so the Army took several actions to increase supply: it increased the overall size of the active component; it reassigned soldiers from other missions to the pool of soldiers rotating to OEF and OIF; and it greatly increased the rate at which soldiers rotate to and from the wars -- to a rate that the Chief of Staff of the Army has characterized as unsustainable. The Army retains very limited unutilized capacity to deploy additional active-duty soldiers beyond the current troop levels in OEF and OIF.

Hold High the Torch, the first of a series of regimental and squadron histories by the Historical Branch, G-3 Division, Headquarters U.S. Marine Corps, is designed primarily to acquaint the members of the 4th Marines, past and present, with the history of their regiment. In addition, it is hoped this volume will enlarge public understanding of the Marine Corps’ worth both in limited war and as a force in readiness. During most of its existence the 4th Marines was not engaged in active military operations, but service of the regiment in China, the Dominican Republic, and off the west coast of Mexico, was typical of the Marine Corps’ support of national policy. In many of its combat operations, the 4th Marines was only one element of a much larger force. In other instances, as in the Dominican Republic and China, the regiment was a subordinate unit in situations which were essentially political and diplomatic. Only so much of these higher echelon activities as are essential to an understanding of the 4th Marines story have been told. This is a regimental history and the focus is therefore on the 4th Marines.
