"The process of planned economic development in India began with the launching of first five year plan in April 1951. The main objective of planning was identified as that of initiating a process of development which will raise living standards and open out to the people new opportunities for a richer and more varied life. The manner in which this objective has been translated into specific objectives has varied from plan to plan. However, in a broad sense, the basic objectives of planning in India can be grouped under four heads: (a) Growth, (b) Modernisation, (c) Self-reliance and (d) Social justice. In one form or another, these objectives, albeit with varying emphasis, reflect the views of all sections of the population and represent a national consensus on the aims of planning. Since 1951, India has completed nine five year plans and the implementation of the Tenth Five Year Plan (2002-07) is underway. Part I of this work provides a detailed description and commentary on the processes and procedures of economic planning in India, in particular the institutional framework for planning, mechanism of transferring resources from the centre to the states for plan purposes, objectives of planning and an assessment of achievements. Part II of the book contains abridged versions of Final Plan Documents from First Five Year Plan (1951-56) to Tenth Five Year Plan (2002-07) including mid-term appraisal of the tenth plan released in June 2005. Part III contains time-series data (1950-51 to 2004-05) on Indian economy which would be useful for a cross-section of academic community and researchers, both in India and abroad. Part IV contains glossary of select terms used in plan documents. Part V provides English equivalents of Hindi terms used in plan documents. This work, it is hoped, would prove useful for the students of economics, commerce, public administration and business management. An understanding of the planning procedures will also serve the needs of legislators, administrators and those in industry and trade."

Indian Economy on The Eve of Independence On the eve of India's independence in 1947, the Indian economy was predominantly agrarian, with agriculture contributing a significant portion to the national income and employing most of the population. However, it was also characterized by a complex mix of colonial exploitation, poverty, and limited industrialization. Key Features of the Indian Economy Before Independence: Agriculture Dominance: Agriculture was the backbone of the economy, employing about 70-80% of the workforce. Landholdings were generally small, and farmers faced various challenges such as tenancy issues, lack of credit, and dependence on monsoons. Colonial Legacy: The British colonial rule had left a deep imprint on India's economy, with policies often designed to benefit British interests. Industries were concentrated in a few urban centres, mainly for processing raw materials for export. It has been often said, even by dispassionate observers, that our economic policies built on ideological considerations and economic assumptions are far removed from the realities of our situation. For more than three decades, we have been striving to design an economic policy and a planning procedure that are distinctly Indian, but the effort has often resulted in only mixing and merging borro wed ideas and experiences. However, whatever may have been the ideological elements influencing the thinking on economic policies in the formative period of the pre-independence days, the situation has changed considerably in the actual formation of economic policies since Independence, and the effort has been not to be too closely identified with any ideology, but to work out a policy that will draw upon all these ideological positions. To what extent we have succeeded, required a detailed examination. Accordingly, I brought out, a few years ago, a treatise on 'India's Economic Policies' which continues to be extremely popular, with the inteIlec tual elite, the world over. In this, the learned contributors, dwelt at length on the different aspects of India's Economic Policies from 1947-77, and brought out the strength and weaknesses of the Indian economic scene. The present work on 'India's Economic Development Strategies' is born out of the conviction that what India needs now is a set of strategies, which are a consistent set of policies, and that there is an urgent need for the same in Indian Planning.
