Excerpt from The Forest Worker: January, 1926 The.association of West Virginia Foresters, organized in Elkins about a year ago, met in Charleston on December 3 and voted to form a permanent association admitting professional foresters and other persons Who are especially interested in forestry or have been active in the for estry'movement. B. L. Roberts, forester of the Cherry River Boom and Lumber Company, was elected president for the coming year, and recom mendations were prepared for the State forest parks, and conservation commission. These call for the employment of a State forester to head a coordinate division under the game and fish commission and the renaming of that cemmission the forest, game, and fish commission; the amendment of the tax laws of the State as applying to forest lands, along the lines recommended by the Senate Committee on.reforestation; continued trial of the new'west Virginia 9tate wide fire control law without amendment until it becomes more firmly established and the need for its amendment is more clearly demonstrated; and the steady expansion of the State's fire - control organization to cover the entire forested area of the State, approximately 10 million acres, instead of 4 million acres as at present. The exploitation of Latino workers in many industries, from agriculture and meat packing to textile manufacturing and janitorial services, is well known. By contrast, pineros -- itinerant workers who form the backbone of the forest management labour force on federal land -- toil largely in obscurity. Drawing on government papers, media accounts, and interviews with federal employees and Latino forest workers in Oregon’s Rogue Valley, Brinda Sarathy investigates how the federal government came to be one of the single largest employers of Latino labour in the Pacific Northwest. She documents pinero wages, working conditions, and benefits in comparison to those of white loggers and tree planters, exposing exploitation that, she argues, is the product of an ongoing history of institutionalized racism, fragmented policy, and intra-ethnic exploitation in the West. To overcome this legacy, Sarathy offers a number of proposals to improve the visibility and working conditions of pineros and to provide them with a stronger voice in immigration and forestry policy-making.
