This book investigates food security and the implications of hyper-urbanisation and rapid growth of urban populations in Africa. By means of a series of case studies involving African cities of various sizes, it argues that, while the concept of food security holds value, it needs to be reconfigured to fit the everyday realities and distinctive trajectory of urbanisation in the region. The book goes on to discuss the urban context, where food insecurity is more a problem of access and changing consumption patterns than of insufficient food production. In closing, it approaches food insecurity in Africa as an increasingly urban problem that requires different responses from those applied to rural populations.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Fears about societal insecurity due to food price increases and hunger, grave scenarios regarding the effects of climate change and general uncertainty about the impacts of investments in biofuels and so-call “land grabbing” on food prices and availability have meant that food security is now recognised as being a multifaceted challenge. This book is unique in that it will bring together analyses of these different factors that impact on food security. This volume will describe a range of different perspectives on food security, with an emphasis on the various meanings that are applied to food security “crisis”. The challenges to be reviewed include market volatility, climate change and state fragility. Analyses of responses to food security crises and risk will cover rural and urban contexts, arenas of national policy formation and global food regimes, and investment in land and productive technologies. This book is unique in two respects. First, it takes a step back from the normative literature focused on specific factors of, for example, climate change, agricultural production or market volatility to look instead at the dynamic interplay between these new challenges. It helps readers to understand that food security is not one discourse, but is rather related to how these different factors generate multiple risks and opportunities. We study how two aspects of food insecurity - caloric insufficiency and diet composition - are affected by aggregate economic fluctuations. The use of cross-country panel data allows us to adopt a global prospective on the identification of the macroeconomic determinants of food insecurity. Income shocks are the most relevant driver of food insecurity, displaying high elasticities at the early stages of economic development. The role of food price shocks is more limited. Social protection has a direct effect and mitigates the impact of income shocks. Effects are highly heterogeneous across a range of structural characteristics of the economy, highlighting the role of distributional aspects and of food import dependency.

The nadir of Zimbabwe's political and economic crisis in 2008 coincided with the implementation of a baseline household food security survey in Harare by AFSUN. This survey found that households in low income urban areas in Zimbabwe's capital were far worse off in terms of all the food insecurity and poverty indicators than households in the other 10 Southern African cities surveyed by AFSUN. The central question addressed in this report is whether food security in Zimbabwe's urban centres has improved. AFSUN conducted a follow-up survey in 2012 that allows for direct longitudinal comparisons of continuity and change. The status of household food security in low-income neighbourhoods in Harare was improved in 2012 relative to 2008, and yet persistently high rates of severe food insecurity demonstrate that the daily need to access adequate food continued to be a major challenge. 'The key lesson for policymakers is that even in the context of overall economic improvement, food insecurity remains endemic among the poorest segments of the urban population. Households are already accustomed to drawing on resources outside of the formal economy and improvements in employment income have not reversed that trend. These alternative livelihood strategies should therefore be considered as a normal part of urban life and supported with state resources that can improve access to food for the most marginalized groups.
