The First World War, the Second World War, and the Cold War are episodes of a wider conflict, called here “The Seventy-Five Years War,” dominated the twentieth century. Both unresolved issues and new issues from the First World War carry over into the next conflict, which in turn led immediately to the Cold War. While this great conflict can be viewed from different perspectives, this book focuses on the role of the Papacy. From the stateless Benedict XV’s attempts to call a peace conference, to the establishment of Vatican City and the restoration of sovereignty, to the struggles of Pius XI and Pius XII with both Fascism and Communism, and the contributions of John Paul II to the collapse of Communism, the Catholic Church was a part of this struggle. In his latest book the author of A Sharp Seasoning of Truth proposes a little known organizational system to be used by developing democratic nations to solve deep-rooted non-combat military problems centered on questions of loyalty or allegiance and civil-military relations, as well as the traditional problems of corruption, despotism, nepotism, mutiny, desertion, morale, and soldier-dependent social welfare needs. The basic concept of polwar originated with the Russian commissar system, giving the political cadre absolute control over the communist revolutionary armed forces, thus making them a decisive tool for the preservation of the communist party’s power. In 1924, the concept was introduced in China by Russian advisors, and later was revised and has been used to the present time by both the Communist Chinese and the Nationalists in forms modified to conform to their respective ideologies. In the late 1960s the US Military Assistance Command, Vietnam, attempted, unsuccessfully, to superimpose a polwar system, based upon the Chinese Nationalist model, in the Republic of Vietnam Armed Forces. It proved impossible to do this while the war continued to rage. Politano suggests that now, a U.N. agency could be established for teaching and assisting to institute polwar systems in the armed forces of developing nations at the host country’s request. And he states with conviction: “All they [the host nation], would have to do is ask for my assistance, and I’d go, as long as I still were able to provide it.”

As the twentieth century draws to a close, it is time to look back on an epoch of widespread turmoil, including two world wars, the end of the colonial era in world history, and a large number of international crises and conflicts. This book is designed to shed light on the causes and consequences of military-security crises since the end of World War I, in every region, across diverse economic and political regimes, and cultures. The primary aim of this volume is to uncover patterns of crises, conflicts and wars and thereby to contribute to the advancement of international peace and world order. The culmination of more than twenty years of research by Michael Brecher and Jonathan Wilkenfeld, the book analyzes crucial themes about crisis, conflict, and war and presents systematic knowledge about more than 400 crises, thirty-one protracted conflicts and almost 900 state participants. The authors explore many aspects of conflict, including the ethnic dimension, the effect of different kinds of political regimes--notably the question whether democracies are more peaceful than authoritarian regimes, and the role of violence in crisis management. They employ both case studies and aggregate data analysis in a Unified Model of Crisis to focus on two levels of analysis--hostile interactions among states, and the behavior of decision-makers who must cope with the challenge posed by a threat to values, time pressure, and the increased likelihood that military hostilities will engulf them.
