This is General Accounting Office's (GAO) final report responding to a requirement under the Foreign Direct Investment and International Financial Data Improvements Act of 1990 (Public Law 101-533) that we analyze the Secretary of Commerce's first three annual reports on foreign direct investment in the United States (FDIUS) and review federal government efforts to improve the quality of foreign direct investment (FDI) data. Specifically, GAO's objectives were to (1) assess the extent to which Commerce's second and third report-issued in 1993 and 1995-fulfilled the requirements of the 1990 act and addressed the recommendations in our 1992 report; (2) review the process by which federal agencies collect FDI data; (3) review the status and processes of the data exchanges, or links, initiated by the 1990 act between the Commerce Department's Bureau of Economic Analysis (BEA) and its Bureau of the Census and between BEA and the Labor Department's Bureau of Labor Statistics (BLS); and (4) evaluate the extent to which implementation of the act has brought about the intended improvements in public information on FDI in the United States.

Pursuant to a congressional request, GAO provided information on various federal agencies' efforts to collect data on foreign investment in the United States. GAO found that: (1) although the Departments of Commerce and the Treasury had primary responsibility for collecting information on direct and portfolio investments, 15 other federal agencies or departments collected statistical data and other information on foreign investment in the United States; (2) agencies did not routinely make some information available to other agencies, since the information was considered proprietary; (3) some of the data lacked sufficient detail to make it possible to analyze specific industry sectors and, in some cases, was 2 or more years old when finally published; (4) the federal government had no central repository to track or store all of the information necessary to analyze the foreign investments; (5) agencies had the authority to ensure business compliance with foreign investment reporting; and (6) there was some duplication of data by the various agencies in carrying out their responsibilities.
