Between its first date of publication in 1684 and 1784 classic 'Oesterreich über Alles Wann es Nur Will' went through more than twenty known editions which makes it, arguably, Europe's most successful 'economics textbook' prior to Adam Smith's 'Inquiry into the Nature and Causes of the Wealth of Nations' (1776). Philipp Wilhelm von Hörnigk laid in this book the foundations of what has become known as the 'mercantilist' political economy - a strategy for achieving national wealth and political strength simultaneously by building up a competitive domestic manufacturing industry with the help of the state. Hörnigk advocated standard recipes known from modern development economics, such as import substitution, protective tariffs on select goods as well as bounties and other financial as also logistic support by a proactive interventionist state in order to safeguard and nurture domestic industries that were in a state of infancy but which would be promising candidates for future growth and economies of scale. As new work by Erik Reinert and Lars Magnusson has shown, contrary to a sort of mainstream view in modern economics and economic history, it was such policies that tended to make European countries rich in the pre-industrial age, also laying the basic foundations for subsequent industrialization - even the 'Great Divergence' between Europe and Asia post 1800. Most European states were interventionist during the nineteenth century. They obviously drew upon a menu of recipes and political economy schedules that had circulated widely in seventeenth- and eighteenth-century Europe and which would subsequently also influence the major works by Friedrich List, Daniel Raymond and other nineteenth-century development theorists. Based on Hörnigk's popularity and the publication pattern for the book, the 'Hörnigk' strategy stood at the core of many a treatise and book written on economic matters in seventeenth- and eighteenth-century Europe; in fact Hörnigk may be called the forefather of modern development economics. He certainly was a towering figure in the 'Germanic' economic discourses of the early modern period. 'Austria Supreme, if It So Wishes (1684)' will be the first-ever English translation of a work the importance of which for European economic development and the 'European Miracle' cannot be overestimated.

Teaching the Empire explores how Habsburg Austria utilized education to cultivate the patriotism of its people. Public schools have been a tool for patriotic development in Europe and the United States since their creation in the nineteenth century. On a basic level, this civic education taught children about their state while also articulating the common myths, heroes, and ideas that could bind society together. For the most part historians have focused on the development of civic education in nation-states like Germany, France, and the United Kingdom. There has been an assumption that the multinational Habsburg Monarchy did not, or could not, use their public schools for this purpose. Teaching the Empire proves this was not the case. Through a robust examination of the civic education curriculum used in the schools of Habsburg from 1867–1914, Moore demonstrates that Austrian authorities attempted to forge a layered identity rooted in loyalties to an individual’s home province, national group, and the empire itself. Far from seeing nationalism as a zero-sum game, where increased nationalism decreased loyalty to the state, officials felt that patriotism could only be strong if regional and national identities were equally strong. The hope was that this layered identity would create a shared sense of belonging among populations that may not share the same cultural or linguistic background. Austrian civic education was part of every aspect of school life—from classroom lessons to school events. This research revises long-standing historical notions regarding civic education within Habsburg and exposes the complexity of Austrian identity and civil society, deservedly integrating the Habsburg Monarchy into the broader discussion of the role of education in modern society.

Juvenile Delinquency in Europe and Beyond: Results of the Second International Self-Report Delinquency Study presents the status of juvenile crime and delinquency and its backgrounds in many of the European Union member states as well as in the United States, Canada, Venezuela and Surinam. The book includes information on key issues in juvenile delinquency such as victimization of young people, alcohol and drug use and its relation to juvenile crime, involvement in youth gangs, immigration, family and school and neighborhood situations. These insights are based on self-reported information systematically and simultaneously collected from about 70,000 12-15 year old youths in 28 countries. This monograph, based on newly declassified sources from Western and Russian archives as well as on communist texts about international law and neutrality, is the first English-language account of Soviet policy towards neutral yet capitalist Austria during the Cold War. In order to make neutrality a model for the West, the Kremlin presented the unique Soviet-Austrian relationship as a good example of peaceful coexistence and a showcase for the benefits a Western state might reap by declaring neutrality. This honor, however, had strings attached: The communist doctrine of neutrality contained obligations that were expected to make it possible to exploit neutral states as instruments of Soviet policy and bring them nearer the socialist bloc. While Austrian leaders were careful to avoid these pitfalls, Soviet interventions in Hungary and Czechoslovakia in 1956 and 1968 and interference into Austria's interpretation of neutral policy could not but deeply affect Austrian policy and the Soviet-Austrian honeymoon.
