Book Description
This report finds that the EU's Police Mission in Afghanistan risks failing in an area where the EU should be showing leadership. The Committee found that the Afghan National Police force is in a dire state due to high attrition and illiteracy rates, and corruption. The mission must pay greater attention to the most basic of policing skills, not least reading and writing, if it is to succeed. The EU is undertaking a vital task in Afghanistan, but it must address the reasons why the mission is failing before it is too late. Reasons include: too few staff - the small target of 400 people has never been met, demonstrating lack of EU commitment and meaning that the mission cannot cover many important parts of the country; the EU and NATO are not working together properly; insufficient attention has been paid to the Afghan judiciary where there are problems of capacity and corruption levels, which risk making police reform unproductive and seriously limiting prosecution levels. The Committee is also concerned that the timetable for building up Afghanistan's ability to police itself does not coincide with the departure of foreign combat troops.

Book Description
"The Court's assessment of EUPOL Afghanistan, a civilian Common Security and Defence Policy (CSDP) mission, found that it had been partly effective in delivering its mandate. While external factors may provide some explanation for this, other shortcomings can be attributed to EUPOL itself. The Court makes a number of recommendations, applicable not only to EUPOL Afghanistan, but also to other CSDP missions aiming to improve their effectiveness and the sustainability of the outcomes achieved." -- Back cover.

Book Description
Presenting the first analytical overview of the legal foundations of the EU's Common Security and Defence Policy (CSDP), this book provides a detailed examination of the law and practice of the EU's security policy. The European Union's security and defence policy has long been the focus of political scientists and international relations experts. However, it has more recently become of increasing relevance to lawyers too. Since the early 2000s, the EU has carried out more than two dozen security and defence missions in Europe, Africa, and Asia. The EU institutions are keen to stress the security dimension of other external policies also, such as development cooperation, and the Lisbon Treaty introduces a more detailed set of rules and procedures which govern the CSDP. This book provides a legal analysis of the Union's CSDP by examining the nexus of its substantive, institutional, and economic dimensions. Taking as its starting point the historical development of security and defence in the context of European integration, it outlines the legal framework created by the rules and procedures introduced by the Treaty of Lisbon. It examines the military operations and civilian missions undertaken by the Union, and looks at the policy context within which they are carried out. It analyses the international agreements concluded in this field and explores the links between the CSDP and other external policies of the Union.

Drawing on over 100 hours of interviews with key actors and an in-depth examination of the EU’s state-building efforts, this book offers unparalleled insights into the complex interplay between transatlantic relations and the resurgence of the Taliban. It critically evaluates the EU's strategies, advocating for a nuanced, historically informed approach to international relations. Indispensable for academics, policy makers and anyone vested in the intricacies of foreign interventions in an ever-complex global environment.
