This book is the first of its kind to paint a comprehensive picture of the manner in which the European Union (the EU) interacts with transnational policy networks (TPNs). The TPNs covered are those in a variety of fields including: conflict-prone natural resources, health, energy security, migration, human trafficking, combating of terrorism financing and climate change. The chapters are developed around six main lines of inquiry. The lines of inquiry articulated are: modalities through which the EU influences TPNs around the world, TPNs’ influence of policy and decision-making within the EU, conditions under which engagement between the TPNs and the EU may be regarded as successful, the identity and location of the TPNs and finally the added value or futility of a strategy developed in Brussels to weaken or fortify interactions with the networks studied. The importance of TPNs should be approached from the angle of the heightened attention now placed on informal modes of decision making. Increasingly there is a sense that many international decisions are adopted and internalized through networks that can be efficient yet wanting in transparency. The book unveils complex debates on the inter-phase between inter-governmental / supranational entities like the EU, on the one hand, and networks, on the other. The physiognomy of this inter-phase matters not only for the EU but also for other such inter-governmental/ supranational bodies as well as networks. In recent decades, the external action of the European Union (EU) has been undergoing considerable change. An expansion of the EU’s external policy portfolio can be observed in many areas as previous policies for internal purposes – such as competition, energy, the environment, justice and home affairs or monetary governance but also gender, science, culture or higher education – have developed external dimensions. This book addresses the EU’s potential to become a more joined-up global actor in its external engagement. The purpose of this volume is to move beyond establishing that the EU influences global regulation to being to identify under what conditions it exerts that influence. While the EU has championed "effective multilateralism" and experienced a dramatic internal reform process to improve its performance in external relations, broader multilateral processes have also undergone dramatic change. This handbook addresses the increasingly contested issue of profound political importance: Europe’s presence in multilateral institutions. It assesses both the evolving role of Europe in international institutions, and the transformations in international institutions themselves. Acknowledging that the category of international institutions comprises a highly diverse field of multilateral engagements this handbook presents a state of the art approach that analyzes both what we have learned about the EU and international institutions as well as identifying promising avenues for further research. The handbook is divided into six parts: Part I examines the EU’s diplomatic and legal personality in international relations that constitutes the internal foundation for the EU’s engagement with international institutions. Part II assesses how EU multilateralism intersects with other international institutions and provides a means to assess the performance of international institutions as well as the EU itself in multilateral processes.
