Book Description
This book provides a comprehensive assessment of the various dimensions of the relationship between the European Union and the Gulf Cooperation Council, and highlights how relations are yet to reach their full potential. Despite both parties sharing a number of common interests, including trade, energy, climate change, security and cultural cooperation, the multilateral cooperation framework remains limited, with most engagement taking place bilaterally, between individual European and GCC countries. The book reassesses the potential and prospects for the EU’s engagement with GCC countries based on the recalibration and reconciliation of both parties’ national and regional interests. Taking a thematic approach, each of the three sections of the book examines a key dimension of the relationship, its current status and its path forward.

Book Description
The EU and the GCC formalised their relations in 1988 with the signature of a Cooperation Agreement and the engagement in negotiations for a free trade agreement (FTA). Despite an ambitious framework, however, political and economic relations remain limited, as evidenced by the failure to conclude the FTA. Against this backdrop, and with the growing importance of the Gulf region's trade and investment relations with Europe and the geopolitical outlook of the Arab world, this paper analyses EU-GCC trade and investment patterns over the last two decades. The paper starts by providing a summary of EU-GCC relations. In the second section, it reviews patterns in bilateral trade and foreign direct investment, and goes on to assess both parties' interests and potential gains from concluding an FTA. Finally, it asks whether a free trade deal is likely between the regions and attempts to suggest avenues for strengthening economic and political cooperation.--

Book Description
Relations between the European Union (EU) and the Gulf Cooperation Council (GCC) are at a crossroads. After the derailment of the negotiations for the Free Trade Agreement (FTA) in 2008, the cooperation between the two regional blocs has remained low-key in a number of different areas, while the unprecedented changes that have taken place in North Africa and the Middle East, the common neighbourhood of the EU and the GCC, have not led to a renewed, structured cooperation on foreign and security policy issues. This volume addresses the shortcomings and potential of EU-GCC relations by taking stock of their past evolution and by advancing policy recommendations as to how to revamp this strategic cooperation. In this light, it highlights the areas where greater room for manoeuvre exists in order to enhance EU-GCC relations, discusses the instruments available and sheds light on the features of the regional and international context that are likely to significantly influence the new phase in the mutual relation between the two blocs. The book is the result of the research conducted in the framework of the project ‘Sharaka – Enhancing Understanding and Cooperation in EU-GCC Relations’ co-funded by the European Commission.

Book Description
This study aims to illustrate the importance of a free trade agreement between the Gulf Cooperation Council (GCC) and the European Union (EU), and argues that the EU understanding of this agreement is not always consistent with the interests of the Gulf. Bilateral negotiations between both sides started in the early 1990s but have not yet reached a final agreement. This delay is due to the different goals pursued by each of the two sides. The study presents proposals for a new program for negotiations for the GCC, which includes the following main points: - The EU shall avoid practices that adversely affect Gulf industries. - The EU shall contribute effectively to transforming the nature of Gulf economies from that of consumers to one of producers. - The Free Trade Area agreement shall explicitly provide for the GCC states to benefit scientifically and practically from modern technology in different fields. - The EU shall give extensive investment opportunities to Gulf sovereign wealth funds. - EU institutions and states shall take care not to take political positions that are detrimental to the GCC states and not to adopt economic policies that could endanger Gulf interests. Thus, efforts should be made to establish a Free Trade Area that is governed by an agreement that is based on purely commercial negotiations. These should be limited to merchandise exports and imports, and should do not extend to social and political issues, according to the European concept. Following this agreement, GCC gains should be equal to those of Europe in terms of value and economic consequences. - ECSSR.
