Laws enacted providing for the physical care, education and general welfare Of the thousands of physically handicapped children of the State are the culmination of years Of work on the part of many civic and social agencies and hundreds of interested citizens to guarantee to _every such child the best medical attention; a good general education and training for useful service. This task now becomes a public trust as well as a public responsibility. There is no group of children in the State more deserving of generous help and sympathetic treatment than the thousands burdened with severe physical handicaps. The Legislature has wisely placed the major responsibility for this work upon local public agencies. It has clearly recognized the need for local leadership and active local participation in developing an effective statewide program for physically handicapped children. TO the children's court judges throughout the State has been given the authority to issue orders providing for the physical care and education of physically handicapped children within their jurisdiction. This power has created an effective method for the development of a necessary statewide service for both rural and urban children afflicted with severe physical defects. It is important to stress the value Of such a service both from the standpoint Of local communities and the State, whereby the cost may be absorbed jointly by the county and State, whenever the parents are unable to bear the total or some portion of this expense. But this attempt at universal education, the education of all, has practical limitations, one Of which is the encouragement Of education en masse with too little regard for the individual child. Even in this program of education for all, it is doubtful if the present general practice Of education en masse is an absolute practical necessity. May it not be due in part to one's philosophy Of education or to an unawareness Of the real problem? The children who deviate from the normal are the ones who at present tail most completely in having their educational needs met. It has been said that the most retarded child in the public schools is the child with a superior intellect. This bulletin on Special Education is concerned with the deviates or the exceptional children. They fall into three major divi sions: the physically handicapped, the mentally different, and the socially or emotionally maladjusted. NO statistics are needed to convince one Of the seriousness or bigness Of the problem. In every present school situation may be found children who belong in one or more of these groups. This bulletin is the work Of Miss Annie M. Cherry. Most Of the data deal with the situation in 1939-40. The programs described under the head ing Type Programs in Progress are for that year. NO doubt in most instances these programs have been improved, and undoubtedly there are other programs throughout the State that are just as promising, if not more so.
