The dilemma of democracy arises from two contrasting trends. More people in the established democracies are participating in civil society activity, contacting government officials, protesting, and using online activism and other creative forms of participation. At the same time, the importance of social status as an influence on political activity is increasing. The democratic principle of the equality of voice is eroding. The politically rich are getting richer-and the politically needy have less voice. This book assembles an unprecedented set of international public opinion surveys to identify the individual, institutional, and political factors that produce these trends. New forms of activity place greater demands on participants, raising the importance of social status skills and resources. Civil society activity further widens the participation gap. New norms of citizenship shift how people participate. And generational change and new online forms of activism accentuate this process. Why has the promise of American democracy been so persuasive to immigrants despite prejudice regarding cultural inferiority, a history of slavery and genocide, violations of human rights, media manipulations, and imperial self-righteousness? How can we analyze, understand, and evaluate the response patterns of immigrants, which evolved after the shock of arrival in the United States and the encounter with severe democratic shortcomings? This book investigates patriotic dissent of naturalized German immigrants to overcome what I call "the democratic gap," namely the discrepancy between democratic ideals and practices. By turning to six force fields (abolitionism, female emancipation, cultural pluralism, patriotic performance culture, the civil rights movement, and Holocaust consciousness), a comparison of democratic criticism between German immigrants and African American writers reveals the underlying premises of transcultural confrontations and hidden motives behind declarations of Americanness. Many current threats to security arising from terrorism, 'rogue' states and civil wars are highly complex and often transnational in nature and effect. Such threats can no longer be meaningfully addressed at the national level alone but require an international response. Since the end of the Cold War, the use of force under international auspices (UN, NATO, EU) has increased substantially. However, such actions have not necessarily been accompanied by improvements in their democratic accountability. Pre-existing problems and inadequacies of parliamentary oversight of armed forces and use of force at the national level of many democratic states are mirrored, and even magnified, at the international level. The effect of imperfect democratic controls at the national level and the challenges to provide transparent and accountable multilateral responses results in the so-called double democratic deficit of the international use of force.
