Established in 2007 through a combined effort by the North Atlantic Treaty Organization (NATO) International Staff and the Partnership for Peace Consortium, the Defense Education Enhancement Program (DEEP) supports institutional capacity building (ICB) objectives, such as building defense capacity and interoperability, by providing assistance in modern curriculum development (what to teach), faculty development (how to teach), and institutional support (administration and management) for NATO partner professional military education (PME) schools. This report is intended to inform U.S. personnel, NATO Allies, and other Euro-Atlantic governments of DEEP's status from 2018 to 2020, its opportunities and challenges, and ways the program can be improved. The report features three case studies: Armenia, Tunisia, and Ukraine. Ukraine findings might be of particular interest in light of the Russian-Ukraine War. For ICB practitioners, this report also offers general lessons on how PME can support institutional change, sustainment, and development.

Professional military education (PME) institutions prepare leaders for complex future conflicts. Recently, PME institutions experienced a sudden shift to distance learning during the coronavirus disease (COVID-19) pandemic. Studies show that pandemic-related disruptions have significantly affected military policies and readiness and negatively affected education for both students and educators across all education levels. To discuss objectives, requirements, capabilities, and implementation options for the continued evolution of PME programs, the RAND Corporation National Security Research Division led a one-day joint PME workshop with participants from various PME institutions, J7 Directorate for Joint Force Development, RAND researchers, and others. In this report, the authors summarize the results of the workshop to identify areas for change following the COVID-19 pandemic. Participants generally agreed on PME's goals but tended to disagree on the means for attaining them. Consensus centered on providing PME students with communication skills, joint warfighting strategies, and critical thinking skills and preparing these future leaders for an unknown national security environment. These results highlight several opportunities for PME moving forward, including utilizing the general agreement on objectives to build clear documentation, leveraging technology during the pandemic, and building a diverse student body. The results also bring forward several possible barriers that may complicate the implementation of PME objectives. These roadblocks, which received the largest discussion during the workshop, included difficulties navigating bureaucracy, obtaining stable funding, and balancing the varied demands of talent management.

As part of its transformation to prepare the armed forces to meet current and future challenges, the Department of Defense (DOD) is expanding its use of advanced distributed learning (ADL) techniques in senior- and intermediate-level officer professional military education (PME).To determine whether DOD uses a systematic process for evaluating the results of ADL application, this study examined DOD?s metrics for assessing program effectiveness, compared DOD?s criteria for converting courses to ADL with those of private sector institutions, and identified challenges to ADL implementation. Researchers reviewed and assessed policies and guidance of several DOD offices responsible for overseeing PME activities, studied experience in the private education sector and other parts of the government in measuring the effectiveness of education programs, and surveyed 437 current students and graduates of senior- and intermediate-level PME programs regarding their PME experience. Overall, DOD does not have specific performance goals and metrics with which to assess ADL effectiveness in PME. Although there are established frameworks for assessing program effectiveness by focusing on metrics for learning outcomes, DOD?s oversight focuses on educational inputs such as facilities, student to faculty ratios, and student body composition. Criteria for converting PME courses and curricula to ADL vary by school and military service, are based on subjective choices as to which content is suited for online delivery, and are focused solely on nonresident programs. DOD?s implementation of ADL programs for PME compares favorably with private-sector institutions. Cultural, technological, and resource challenges affect ADL implementation. Five appendixes present study scope and methodology; methodology for the survey of nonresident PME students and graduates; survey responses; ADL applications and additional features of nonresident programs; and comments from DOD. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties.
