Established in 2007 through a combined effort by the North Atlantic Treaty Organization (NATO) International Staff and the Partnership for Peace Consortium, the Defense Education Enhancement Program (DEEP) supports institutional capacity building (ICB) objectives, such as building defense capacity and interoperability, by providing assistance in modern curriculum development (what to teach), faculty development (how to teach), and institutional support (administration and management) for NATO partner professional military education (PME) schools. This report is intended to inform U.S. personnel, NATO Allies, and other Euro-Atlantic governments of DEEP's status from 2018 to 2020, its opportunities and challenges, and ways the program can be improved. The report features three case studies: Armenia, Tunisia, and Ukraine. Ukraine findings might be of particular interest in light of the Russian-Ukraine War. For ICB practitioners, this report also offers general lessons on how PME can support institutional change, sustainment, and development.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Leadership development in the military is a multifaceted process that takes place over an officer's entire career. At its most basic level, this development occurs through professional experiences and a progressive series of professional military education, of which joint professional military education (JPME) is a subset. In May 2020, the Joint Chiefs of Staff (JCS) issued a vision statement with guidance and objectives for leadership development in the armed services. This vision calls for an outcomes-based approach that emphasizes ingenuity, intellectual application, and military professionalism. The new approach focuses on what students must accomplish rather than traditional metrics, such as curriculum content or the amount of time spent learning specific material. The JCS also emphasized the need to integrate officer talent management (TM) and JPME because these functions are so closely connected. To support the implementation of this vision, the authors reviewed foundational, policy, and implementation documents; conducted semistructured interviews with senior representatives of relevant joint and service offices; and analyzed officer personnel data. They used these methods to (1) describe joint educational institutions' transitions to an outcomes-based approach, (2) examine performance expectations and the qualities needed in effective joint officers, (3) explore how joint performance is measured, and (4) see how challenges in TM systems and processes affect the implementation of JPME, Phase II. They also provide recommendations for how joint stakeholders and the military services can best integrate the TM and JPME processes to support the outcomes-based approach.

In 2019, Eastern Europe will celebrate 30 years since the fall of communism, but this celebration takes place in a context of increased geopolitical competition in the region. The Western democratic model is under attack, not only in the countries of Eastern and Central Europe, but also in the core countries of the EU, and even in the United States. The messages and methods of dissemination used by anti-Western propaganda may differ with each national context, but the effect is the same – the slow, but progressive erosion of trust in democratic values and the institutions which embody them. This book presents papers from the NATO Advanced Research Workshop “Challenges in strategic communication and fighting propaganda in Eastern Europe. Solutions for a future common project” held in Chisinau, Moldova, on 25-27 April 2018. The workshop brought together institutional, academic and civic experts from the social sciences, journalism, computer science, and international relations to share insights into security and strategic communication, as well as research results and expertise on the impact of social media and technological innovation, with the aim of shaping a new project with a common methodology to monitor, collect, process and interpret data on strategic communication and devise efficient tools to counteract anti-Western propaganda. Since 2004, the U.S. government has supported the global response to HIV/AIDS through the President's Emergency Plan for AIDS Relief (PEPFAR). The Republic of Rwanda, a PEPFAR partner country since the initiative began, has made gains in its HIV response, including increased access to and coverage of antiretroviral therapy and decreased HIV prevalence. However, a persistent shortage in human resources for health (HRH) affects the health of people living with HIV and the entire Rwandan population. Recognizing HRH capabilities as a foundational challenge for the health system and the response to HIV, the Government of Rwanda worked with PEPFAR and other partners to develop a program to strengthen institutional capacity in health professional education and thereby increase the production of high-quality health workers. The Program was fully managed by the Government of Rwanda and was designed to run from 2011 through 2019. PEPFAR initiated funding in 2012. In 2015, PEPFAR adopted a new strategy focused on high-burden geographic areas and key populations, resulting in a reconfiguration of its HIV portfolio in Rwanda and a decision to cease funding the Program, which was determined no longer core to its programming strategy. The last disbursement for the Program from PEPFAR was in 2017. Evaluation of PEPFAR's Contribution (2012-2017) to Rwanda's Human Resources for Health Program describes PEPFAR-supported HRH activities in Rwanda in relation to programmatic priorities, outputs, and outcomes and examines, to the extent feasible, the impact on HRH and HIV-related outcomes. The HRH Program more than tripled the country's physician specialist workforce and produced major increases in the numbers and qualifications of nurses and midwives. Partnerships between U.S. institutions and the University of Rwanda introduced new programs, upgraded curricula, and improved the quality of teaching and training for health professionals. Growing the number, skills, and competencies of health workers contributed to direct and indirect improvements in the quality of HIV care. Based on the successes and challenges of the HRH program, the report recommends that future investments in health professional education be designed within a more comprehensive approach to human resources for health and institutional capacity building, which would strengthen the health system to meet both HIV-specific and more general health needs. The recommendations offer an aspirational framework to reimagine how partnerships are formed, how investments are made, and how the effects of those investments are documented.

Since 2001, Afghanistan has provided New Delhi an opportunity to underline its role as a regional power. In the rapidly evolving geo-strategic scenario, India was forced to reconstitute and reassess its policies towards Afghanistan. India-Afghanistan Cooperation took a leap forward after the defeat of the Taliban and the installation of an Interim Authority. India’s main focus has been to support the Afghan government and the political process in the country mandated under the Bonn Agreement of 2001. In the past decade, India pursued a policy of high-level engagement with Afghanistan through wide-ranging humanitarian, financial and infrastructural project assistance, as well as participation in international efforts aimed at political and economic rebuilding of Afghanistan. India has growing stakes in peace and stability in Afghanistan and the 2011 India-Afghanistan Strategic Partnership Agreement underlines India’s commitment to ensure that a positive momentum in the Indo-Afghanistan ties in maintained. One of the foremost aims of India’s involvement in Afghanistan has been to assist in building indigenous Afghan capacity and institutions which encompasses all the sectors of development. This book, apart from examining the changing trajectory of India’s policy towards Afghanistan, focuses on two particular areas of Indian intervention in Afghanistan namely Capacity Building and Education. It also evaluates its importance in strengthening the Delhi-Kabul ties. Identification of factors that are aiding or blockading the smooth functioning of these policies, have been the purpose of this academic pursuit. Attempts have been made to reach out to the Afghan beneficiaries in both India and Afghanistan, in order to understand their perspectives, requirements and disgruntlements.
