South Sudan is one of the world’s most divided and unstable countries. Since achieving statehood in 2011, the country has plunged into civil war (2013-15) and become the scene of some of the worst human rights abuses on the African continent. Despite ongoing political turmoil, states and international institutions have pledged enormous resources to stabilize the country and shore up the current peace process, but have had limited influence in dealing with the effects of rampant corruption and factionalism. Since its independence on January 1, 1956, Sudan has been at war with itself. Through the Comprehensive Peace Agreement (CPA) of 2005, the North–South dimension of the conflict was seemingly resolved by the independence of the South on July 9, 2011. Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. However, the key question posed by this study is whether the theory that political stability fosters economic development is simply the wishful thinking of people who value both stability and growth or whether it is a delusion of those who believe that most developing countries may enjoy rapid growth if they are stable. The importance of this study is clear: South Sudan is confronted with enormous challenges of administrative, ethnic, political, and economic development. In light of this, the current study addresses the following issues: "What is the impact of the political system in South Sudan on economic development? What is the impact of oil resources on sustainable development? What is the impact of the oil shutdown on political and economic stability, and what is the possibility of deficit financing? Is there any possibility for cooperation between Sudan and South Sudan?" In this context, the major objective of this study is to analyze the political development of the country to verify that political stability fosters the achievement of economic and social development. This report was developed in the first half of 2016, when the signing of the Agreement on the Resolution of Conflict in South Sudan (ARCISS) and subsequent establishment of the Transitional Government of National Unity (TGNU) presented a possible window of opportunity to restart and reset state-building effort, in particular, to initiate a more strategic approach to capacity building. From the government side, it was possible incentives will emerge to signal a break with the past by delivering services to citizens. In this context, the main objective of the note has been to contribute a stronger evidence base for renewed efforts at supporting capacity building. Despite the renewed deterioration since mid-2016, it is expected that many of the key challenges and tensions analyzed will remain important considerations when capacity building efforts are eventually renewed. South Sudan has faced renewed conflict and a deepening macro-fiscal crisis. Shortly after the formation of the TGNU in late May 2016, fighting broke out in Juba and the security situation in the rest of the country has subsequently deteriorated. This note mainly covers the period until June 2016, as a contribution to providing a more nuanced understanding of efforts at capacity building in South Sudan. This note is primarily concerned with capacity in the civilian public service in South Sudan, and its ability to deliver public services. The note explores cross-cutting issues and challenges related to developing a capable and effective civil service and drills down into two specific areas: public financial management (PFM) and the public health sector. The report combines an analysis of the opportunities and constraints created by the evolving country context; cross-cutting factors which have shaped core public administration functions across sectors since 2005; and analysis of capacity in two selected state functions PFM and health care. The report is organized as follows: chapter one presents purpose, scope, and approach. Chapter two covers the conceptual underpinnings of the paper. Chapter three provides a cross-cutting perspective on capacity-building efforts in South Sudan, providing an overview of public sector as a tool for the management of political support, as well as the evolution of aid architecture. Chapter four covers PFM in South Sudan and chapter five addresses the health sector. Chapter six reviews key findings and emerging lessons and concludes with recommendations and options for improving monitoring of capacity-building efforts going forward.

This report is the product of a joint Government of Southern Sudan (GoSS) and World Bank initiative aimed at facilitating informed policy making in key areas of public service management. The objective was to facilitate a process in which a Bank-supported team will provide technical inputs and will support appropriate consultation leading to informed and pragmatic policy making and implementation. Coordination, in particular on policy formulation, is difficult and a key constraint in young governments and more so in post-conflict situations such as that of Southern Sudan. Available analytical and executive capacity is already stretched. The number of issues that need to be addressed is large and prioritization is difficult. There are sharp political divisions that are not easily reconciled. The report is presented in two parts. Part one provides the background as well as a summary of findings and recommendations. Chapter one provides a brief historical background and lessons from this experience but may be skipped without loss of continuity. Chapter two presents an overview of the issues and options facing the GoSS in managing the public service, implementing the decentralization vision and tackling corruption and summarizes the findings presented in detail in the second part of the report. Part two covers the three thematic areas that are the subject of this initiative in greater detail: chapter three on public service reform, chapter four on decentralization, and chapter five on corruption. Two annexes document key aspects of the process. A third annex summarizes a paper on traditional authorities prepared as part of this exercise.
